各党支部要以“三会一课”、组织生活会、民主评议党员等党的组织生活为基本形式，以落实党员教育管理制度为基本依托，针对领导班子和党员领导干部、普通党员的不同情况作出安排，加强分类指导。党支部要发挥自我净化、自我提升的主动性，防止大而化之，力戒形式主义。

二、学习教育内容

认真贯彻落实中央、省委和西咸新区党工委的规定，做到原汁原味学、结合实际学、带着问题学，区分行业领域、区别普通党员和党员领导干部，明确学习教育的重点，明确合格党员标准，突出学习的针对性和实效性，着力在学上下功夫、在做上见实效，切实做到以学促做、学做互进。

(一)学党章党规

1、全体党员。要熟读《党章》，深入领会党的性质、宗旨、指导思想、奋斗目标、组织原则、优良作风，深入领会党员条件和义务、权利，牢记入党誓词，进一步明确做合格党员的标准和要求。通读廉洁自律准则、纪律处分条例和党员权利保障条例，掌握廉洁自律准则规定的“四个必须”和“四个坚持”，掌握各类违纪行为的情形和处分规定，提升尊崇党章党规、敬畏党章党规、遵守党章党规的思想自觉。

新城党委班子还要按照习近平总书记批示精神，把毛泽东同志《党委会的工作方法》纳入学习内容。新城上下要结合学习，开展“为国家多奉献，与时代同前进”系列活动，精心研究把握中、省相关政策，找准发展机遇和政策红利。

在把握好以上学习内容、学习要求的同时，无论是普通党员还是党员领导干部，都要紧密联系自身实际，深入学习习近平总书记来陕视察时的重要讲话精神，特别是对西咸新区提出的殷切期望，深学细悟“五个扎实”的要求。认真学习省委向中央基准看齐和加强党的建设的有关文件。认真学习党史，大力弘扬延安精神，进一步统一思想和行动，明确目标和方向。要对照讲话提出的各项要求，总结分析贯彻落实情况，找出差距和不足，有针对性地提出加强和改进工作的具体措施，确保讲话精神落地生根。

(三)做合格党员

各党支部要结合实际，围绕开发建设和经营发展中心工作，创新工作思路，优化方式方法，搭建教育平台，探索具有沣西特色的党建工作形式，引导广大共产党员围绕中心、创先争优，在本职岗位上建功立业、无私奉献，把带头创新创业、攻克发展难题和矛盾作为评价合格党员的重要标准，积极发挥党支部战斗堡垒作用和党员先锋模范作用。新城党委、管委会机关党员要重点在改进工作作风、提高服务效能、强化配合协作等方面发挥作用;集团公司党员要重点在提升创新能力、主动协调沟通、加强程序规范等方面发挥作用。在纪念建党95周年活动中，新城党委将评选表彰一批优秀共产党员、优秀党务工作者、先进基层党组织，各党支部要按程序要求，自下而上严格推荐评选。

三、措施方法

开展“两学一做”学习教育，要紧紧围绕严肃党的组织生活、严格党员教育管理，抓住关键、细化方法，不折不扣落实目标任务和措施要求，确保学习教育取得实效。

1、持续深化调研。发扬党的群众路线教育实践活动、“三严三实”专题教育的好做法，利用1个月时间，党委成立专题调研组，穿插开展“两学一做”学习教育基层调研，采取召开座谈会、实地走访等方式，分别听取党支部领导班子、党员代表和普通干部员工意见;实地走访要深入各党支部和项目一线，主要了解党员履行岗位职责、党员示范岗、党员亮明身份情况。开展“两学一做”全过程中，要经常主动深入入区企业、项目单位了解困难问题，听取意见建议，协调推动项目，有针对性完善“两学一做”学习教育思路措施;要坚持经常性地赴红色教育基地、兄弟新区学习考察，接受熏陶，对照不足，借力整改。要通过统战工作等渠道，主动听取意见，汇聚发展合力。

2、抓好个人自学。坚持读原著、学原文、悟原理，利用书籍、报刊、网络、微信等媒介，主动学，挤时间学，每名党员都要有自己的学习计划，普通党员全年自学时间不少于120学时;各支部书记和中层及以上党员领导干部全年自学时间不少于160学时。鼓励党员学思践悟，倡导党员撰写学习笔记、心得体会和理论文章。个人自学情况与民主评议党员结果挂钩。

3、集中学习讨论。各党支部要结合党员干部知识结构特点，围绕队伍建设不足，科学制定“三会一课”年度安排计划，合理分解学习任务、安排学习内容，确保人员、时间、内容、效果“四落实”。要围绕“学习有关文件、增强学习教育自觉性”“坚守信仰信念、增强规矩意识”“强化宗旨意识、联系服务群众”“发挥党员作用、勇于担当作为”等4个专题，每2个月召开一次全体党员会议，开展集中学习讨论。新城各级领导干部要参加所在党支部的学习讨论。每名党员在学习讨论时都要积极发言，发言提纲要经党支部书记审定。党委将派员列席党支部学习讨论活动，各党支部开展讨论前要与党委办公室沟通，确定具体列席人员。党委办公室要建立各支部学习讨论活动台账。

4、轮训党支部书记和支委。围绕基层党建工作重点任务，结合新城党建实际，对新城各党支部书记和部分支部委员进行一次集中培训，邀请省委组织部、省委党校有关人员授课，协调利用西咸新区轮训党支部书记资源开展培训，提升党支部书记履职水平。

5、创新方式讲好党课。讲党课原则上在党支部范围内进行。党支部要结合专题学习讨论，对党课内容、时间和方式等作出合理安排。“七一”前后，各党支部要结合开展纪念建党95周年活动，集中安排一次党课。新城党委领导要在分管部门党员中讲一次党课，鼓励各党支部书记、身边的先进典型和普通党员等联系实际讲党课，积极发掘一批效果好、质量高、感染力强的精品课程，使讲党课成为增强党性、强化自觉的有效手段。
