本次论坛的主题为弘扬志愿服务精神，推广应急救护知识。中国红十字会总会赈济救护部救护处处长郭建阳、中国红十字会总会训练中心副主任赵建忠、红十字会与红新月会国际联合会东亚地区代表处东亚地区卫生主管陈红、解放军304医院ICU主任何忠杰、陆军总医院急诊科主任周荣斌、原北京120急救中心冯庚主任等急救专家，以及来自全国各地急救专家志愿者参加了此次论坛。

急救前三环 志愿者应是先锋

据了解，每年有700万例心脏病病人，但是只有50%的病人获得了及时和恰当的治疗，另外还有50%的人死于心脏病，88%是发生在家里。

数据显示，心源性猝死在我国的抢救成功率不足1%，在美国是8%-10%。“目前我们的医院、我们医生的水平并不比美国差，那么问题出在哪儿?就是我们现场救护工作没有跟上，早期的呼救、心肺复苏术(CPR)、自动体外除颤(AED)，这前三个环要靠我们的志愿者、第一目击人来完成。” 中国红十字会总会赈济救护部救护处处长郭建阳在论坛上强调志愿者在应急救护方面的作用。

应急救护本身就是志愿服务，在专业的医务人员到达现场之前，出于人道主义精神，对伤病员进行现场救护就是志愿服务。郭建阳说：“这不仅仅需要见义勇为、救死扶伤的精神，还需要具备必要的知识和技能。广大的红十字救护培训的师资，他们牺牲了个人的休息时间，不计报酬，向公众来传播知识，普及这个技术，因此他们也是志愿者。”

针对目标人群 创新急救培训模式

据了解，从急救知识的推广、到急救师资力量的培训，中国红十字会发挥了领导作用。2011年-2015年，中国红十字会“十一五”项目举办了师资培训班275期，培训师资8042次。举办校园安全辅导员培训100期，培训辅导员3542人。

“尽管在急救方面的工作在逐步开展，但与国外相比，我国公众急救知识普及率低，掌握急救技术的群众数量依然不多。”陆军总医院急诊科主任周荣斌说，以北京为例，北京市红十字会统计显示市民接受急救培训普及的比率约为150比1，也就是说150名市民中仅有1人取得了初级急救员证。我国对猝死急救成功率低于5%，而北欧国家高达30%。

红十字与红新月会国际联合会东亚代表处东亚地区卫生主管陈红介绍了日本与韩国在急救培训创新方面的方法。韩国红会用网上在线学习的方式加手机APP，来吸引青年人更多的参与进来。日本红会的特色是把儿童安全、水上安全，冰雪安全问题的方方面面都把它融入到急救的过程中。“急救不单只是急救，还把安全问题，以及健康的生活方式，特别是慢性病的防控，比如一旦家里面有心脑血管疾病突然发作以后如何急救，怎么样针对高血压、糖尿病的急救症来开展培训，探索这样的模式。” 陈红说。

针对更多的应急救护志愿者培训，目前已有的方式有在线学习、大众传媒、面对面教学、手机、视频教学。陈红认为，还可以往前走，想到更多的培训方法来适应目标人群。

今年12月5日是第30个国际志愿者日。为进一步在全市营造“学习雷锋、奉献他人、提升自己”的志愿服务浓厚氛围，推动志愿服务工作制度化、规范化、常态化发展，市文明办、市志愿者协会将在12月5日前后，集中开展系列志愿服务活动。现将有关事项通知如下：

一、总体要求

1、新闻发布会。市文明办、市志愿者协会拟于12月5日前一周召开新闻发布会，联合市社科院发布《2015年上海市志愿服务发展报告》;通报上海市第30个国际志愿者日重点活动安排情况;通报基金会2014年项目扶持情况和2015年重点扶持项目;市有关委办和部分区县志愿服务工作负责人就12.5期间重点志愿服务项目与媒体记者交流互动。

2、志愿服务论坛。市文明办、市教卫工作党委、市民政局、团市委、市社联、市志愿者协会拟于12月5日前举办以“志愿服务与社会创新”为主题的2015志愿服务论坛。邀请社会各界专家学者、志愿者代表和志愿服务组织管理者集思广益，交流探讨志愿服务如何更好助力社会创新。

3、“为好人点赞”― 2015上海志愿者晚会。市文明办、市文联、广播电台、市志愿者协会、市志愿服务公益基金会等拟于12月5日举办“为好人点赞”― 2015上海志愿者晚会。在晚会上公布“2015年度上海市群众最喜爱的志愿服务项目”，并为向志愿服务公益基金会捐款的爱心人士和单位颁发证书。

(二)继续开展“邻里守望”、党员志愿服务等专项活动。

各单位要在12月5日前后，继续开展“邻里守望”、党员志愿服务等各类专项志愿服务活动，促进居民相识、相知、相融，构建和谐、温馨的邻里关系，建设安全文明的社区环境。

(三)继续开展便民利民志愿服务活动。

各单位要组织有专业技能的行业、单位志愿者，深入社区、小区、村镇，为群众开展质量安全、法律援助、就业指导、文化辅助、医疗保健、计划生育、电器维修、护绿保洁、清扫卫生以及理发、织补等多样化、专业化、便民化的志愿服务，不断提高服务水平，方便群众生活。

三、工作要求

1、高度重视，加强领导。各单位要切实加强领导，早启动、早策划，结合实际，制定具体细致的方案。要精心组织、抓好落实，确保活动取得实效。

2、条块结合，形成合力。12月5日是全面展示本市各行各业、各地区、各部门志愿服务工作的良好时机，各区(县)、委(办)与志愿服务总队、基地要相互配合，相互支持，加强交流沟通，取长补短，互通资源和需求，全面展示上海志愿服务工作的水平和志愿者的风采。

3、求真务实，形成长效。各单位要从自身实际情况和市民实际需求出发，策划好、开展好“12.5”志愿服务集中行动的各项活动，做到有计划、有落实、有成效。要组织动员党团员积极参与各类志愿服务，并通过党团员志愿者的身体力行，在广大市民中形成良好示范效应，推动志愿服务工作的深入开展。

4、宣传典型，搞好总结。要利用12月5日国际志愿者日的契机，进一步宣传和普及志愿服务的理念和精神。各相关单位要因地制宜，开展形式多样的宣传、招募等活动。各单位要做好提炼总结工作，挖掘先进典型，积累好的素材。要结合邻里守望志愿服务“基层行”活动，利用新闻媒体的力量，宣传典型，形成良好的社会风尚。

市文明办、市民政局、团市委等单位发布2016年全市志愿服务最新数据和信息。截至11月30日，全市注册志愿者人数达189.8万人，注册志愿服务团队6841支，2016年通过天津志愿服务网发布和组织的各类志愿服务活动92014次。据介绍，天津志愿服务供需对接平台标准化建设开始实施，推出线上、线下两种供需对接平台模式。

大家晚上好，我是来自于石工11级的**，现担任石油工程学院青年志愿者协会实践部部长，很感激大家这天晚上的到场，给我们的主席团竞选一次机会。

我相信，在场的每一位同学心中，都深埋一颗公益的种子。两年前，我也是怀着这样一颗种子，进入青年志愿者协会。从最初到敬老院慰问老人，参加大型志愿者活动，到此刻自我举办活动、号召同学，我们团结一心，一路吸取经验一路成长。作为志愿者的我们，很累很辛苦，但我们一边抹去汗水一边露出会心的微笑。

今年，我主要负责管理青协爱心服务平台以及学院组织的一些主题活动，具体包括爱心服务平台启动仪式，保护流浪小动物以及支教等活动，并协助举办了昌平三校素质拓展，青协十周年庆典晚会。我带领青协实践部与石工12级各班建立密切合作，使志愿活动正式化、周期化，累计活动约30次，真正让每个班级参与到爱心活动中来，

透过实践提升自我的社会职责感和社会同情心。并在各项志愿者活动中投入极大的热情，获得优秀志愿者以及社团优秀负责人称号。

因为热爱，所以留下。青协的每一份友谊和每一个微笑都值得我们为之倾尽全力，如果我有幸成为石工青协主席团的一员，我将主要从以下三个方面建设社团。首先是传承务实，突出重点，团结全青协同学，完善六大服务平台，落实传统实践活动，并着重办好支教等特色活动;其次是合理协调、理性创新，把握好青协的宗旨和方向，落实学院派发的任务，并在现有活动上，理性创新，落实军都山专业志愿者培训活动，并开辟公益机构交流讲座等活动;最后是完善细节，力求飞跃，落实志愿者手册印发，保证志愿者服装到位，做好志愿者后期的反馈工作，并将我们开展的大型赛事活动与公益结合，建立小型基金会，使整个社团的体系更加完整一致。

服务与奉献一向是青协的宗旨，不忘初心，方得始终，我们将团结全青协成员，以为全院同学带给更好的实践平台而不懈努力，争取做到让全院师生都满意的一届青年志愿者协会！多谢大家！

二月二日早上六点，小闹铃准点奏响了美妙的起床曲。

小伙伴们，你们猜：为什么寒假里我会起得这么早呢？

——因为今天我和爸爸妈妈要去太仓市汽车客运站参加志愿者服务活动！

洗漱完毕，快速吃完早餐后，爸爸马上开车带着我和妈妈到了太仓市汽车客运站。走进大厅，只见一个个穿红马甲的志愿者们已经开始工作了！我们也赶紧从志愿者活动组织人那里领取了红马甲。穿上红马甲，我感觉很自豪，我在心里默默地说道：我是一名小小志愿者了！

今天我被分配到的第一个任务是帮助过安检的旅客们搬运行李。别看我年龄小，个儿小，干起活来可是一点儿也不逊色哦！瞧，一位叔叔的行李箱过安检时马上要倒下来了，我眼疾手快地扶住了；一个老奶奶的行李多了些，来不及一次性从传送带上拿下来，我赶紧帮她拎起两个袋子；一个小孩子居然冲到了滚动的传送带上拿行李，我看到后立马制止了他的危险行为等等。没一会儿，我的手脚就开始暖和起来了，这种感觉真好。

后来，我又接到新任务——给旅客们送上茶水。我和两个小伙伴一起推着小推车，车上放着六个热水瓶，还有许多崭新的一次性杯子。我们稳稳地推着车子，穿梭在候车大厅里，给一位位旅客递上了一杯杯热水。每当听到耳边传来的一声声“谢谢”时，我的心里暖暖的。

一上午的时间很快流逝了，结束的时候我们全体志愿者一起合了影，纪念这次令人难忘的活动。回家的路上，我对爸妈说：“我以后还要参加志愿者活动，能够帮助他人我感到自豪与开心。”爸妈听后不约而同地微笑着说道：“冬宝真是一个好孩子！”
