2.控制排放和充分利用大气自净能力。气象条件不同，大气对污染物的容量便不同，排入同样数量的污染物，造成的污染物浓度便不同。对于风力大、通风好、湍流盛、对流强的地区和时段，大气扩散稀释能力强，可接受较多厂矿企业活动。逆温的地区和时段，大气扩散稀释能力弱，便不能接受较多的污染物，否则会造成严重大气污染。因此应对不同地区、不同时段进行排放量的有效控制。

3.绿化造林，使有更多植物吸收污染物，减轻大气污染程度。

无独有偶，北京积水潭医院院长田伟也认为，要推动医改，就必须尽快建立医务人员的劳动报酬体系。浙江两会代表、浙江大学附属第一医院院长郑树森认为，改善医生执业环境，相关医疗机构就要改变培养全科医生的方式，改变他们与专业医生之间的考核标准。

这也是为了充分发挥医务人员在医改政策制定和实施中的主力军作用。首都医科大学中医药学院副院长高彦彬对此补充道，要建立医务人员咨询委员会制度，与现有的人大、政协、听证会等公民参与制度形成有机互补;借助新媒体，打造开放和广泛的沟通互动平台;发挥党派团体和社会组织的作用，培养医务人员参与医改的能力和水平;深化医药卫生重点领域改革，提升医务人员主动参与医改的热情和积极性。
