一、强化源头管理

近年来我国食品产业发展快速，对经济增长的贡献率逐年加大，但同时由于准入门槛低等原因，大量食品企业规模小、分布散、集约化程度不高，自身质量安全管理能力较低。庞大的食品生产消费量、众多的生产经营者，再加之食品安全监管体制机制还不健全，这些我国食品安全基础薄弱的最大制约因素。要从根源上解决食品安全问题，首先应建立从农场到餐桌全过程的产业链监控体系，无论是蔬菜还是肉食，只要是食品范畴都应该列入监控范围之内。从生产资料如水、土壤、饲料开始，就应该加强监控，不能等到进入市场时再检测。

二、建立信用档案加大教育宣传

近年来发生的一系列食品安全事件凸显了我国食品行业的信用缺失问题，信用缺失已经成为制约我国食品行业健康发展的重要因素。为此政府应建立完善的食品安全信用档案，真正在全社会建立产品源头可追溯、去向可追踪、信息可存储、产品可召回、查有线索、找有依据的良性运行机制。同时，完善食品安全宣传教育机制，加大食品安全宣传教育力度。当前公众的食品安全防范意识、法制观念并未有大的加强，教育是食品安全防御措施的基本环节。社会应形成一种氛围，使食品的生产者、经营者、消费者兼具食品安全的支持者、维护者和创造者三重身份，从而降低监管成本，提高监管效力。

三、整合监管机构

我国食品安全管理分别由食品药品监管、农业、商务、卫生、质监、工商等多部门实施分段管理，可能出现“多头分散、衔接不紧”的状况。因此应该进一步理顺食品安全管理体制，由一个部门为主实施“综合性、专业化、成体系”的监管。不论食品哪个环节出现问题，都会追究该部门的责任，从而避免监管缺位或者职责交叉、责任不清，最大限度地堵住监管漏洞。

四、加大执法力度

在我国，之所以出现接连不断的食品安全事件，与法律对违法者的惩罚力度是有关系的。当企业违法时，中国法律对其的处罚是：消费者除要求赔偿损失外，还可以向生产者或者销售者要求支付价款10倍的赔偿金。这种标准的处罚丝毫不能威慑到企业。一些违法食品生产商就是因为“过低的违法成本”，才敢生产“问题食品”。因此，要对食品安全违法犯罪活动始终保持严厉打击的高压态势，违反法律法规的要从严惩处。

6月29日上午，东营市暨东营区食品安全宣传周在百货大楼黄河路店启动，东营市、东营区和市区各相关职能部门出席了启动仪式。启动仪式上，县区政府代表宣读争创省级食品安全城市倡议书，山东鲁百百货大楼集团代表食品企业宣读了尚德守法承诺书。

过了见天，名单下来了，有80多家奶粉企业不合格。哇!!!，这得使多少婴幼儿患上肾结石啊。忽然，我听见了圣元优聪这个奶粉的名字，妈妈立刻给我舅打电话，让他带着我小妹妹去医院检查，并换奶粉，我就趁这个时候问我爸爸说：“爸爸肾结石是什么?”爸爸说：“肾是过滤水的东西，有用的吸收，没有用的排出去。如果结石越来越大，把肾占满了尿排不出来，肾就痛，严重的话还会死亡。”

是呀，这些奶粉的生产厂家们只顾自己的利益，而不顾其他人的生命，太可恨了。婴幼儿还是祖国的未来，国家一定要严厉的惩罚他们。

二十一世纪，是个经济发展迅速，拥有先进技术的世界。人们生活水平提高，不再有饥饿，现在虽然没有了饥饿可是人们又为另一件事而烦忧：怎样才能吃到绿色食品，健康食品而发愁！

民以食为天，食品安全不可忽视，它关乎人们的健康，稍有不慎就会危及生命！

有人会问：“那吃什么好那？”是呀！应该吃什么那？鸡、鸭、鹅中会有工业盐，蔬菜中会有残余的农药，饮料里会有色素，就连猪肉都被注水。我们还能去吃一些什么呢？应该去吃去什么？餐桌上的菜你还敢不敢吃？

电视上经常报道，瘦肉精、苏丹红、地沟油等。就连三鹿奶粉也被说是“毒奶粉”有些不法商贩为了减少成本竟然用可以导致致癌的工业盐充当食用盐。这些致癌食品它们打着“廉价”的旗号，来销售给那些不知情的人。虽然已经查封了许多没有“生产许可证”的厂家。但是还有许多不法厂家没有被查封，危险还隐藏在我们身边！

俗话说：“人是铁，饭是钢，一顿不吃饿得慌”我们虽然不能制止不法商家但是我们可以不去买三无食品，所以我们应当选择安全食品，有生产日期，有qs号等食品。我想如果我们每一个人都能在买东西前看看生产日期，选择有qs的食品那么就不会让不法商家有可乘之机！

2月6日，中国首次特别设立了食品安全工作高层次议事协调机构——国务院食品安全委员会，成员包括国务院29个部委中的15个。农业部、卫生部、质检总局、工商总局、食品药品监督管理局等有关部门分工协作。

我相信每个人只要不被蒙骗，加上管理局的管理，不法商家就会不攻自破！

Thank you for taking time to read this letter. As the problem of food safety has been becoming worse and worse nowadays, I am obliged to write to you.

Several days ago, one of my classmates came back from supermarket with a large bag of food. Because of having found a new style of tinned?ish in the food store, she was very glad. 在学校的班队课上，老师也会经常给我们播放食品安全视频，当我看到那些三无产品的来源、制作过程、生长环境时，不禁觉得触目惊心。老师经常教导我们，不能随意购买街边小贩或来历不明的食品，尽量购买正规厂家或信誉好的品牌，应该仔细查看产品标签，食品标签必须标注产品名称、配料表、净含量、厂名、厂址、生产日期、保质期、产品标准号、合格证等，不买标签不规范的产品。
