建议一：创业政策应当覆盖所有创业人员，才能真正发挥实效。在鼓励“全民创业”的时代到来之际，我们的创业政策还没有真正做到覆盖全民，也就是所有的创业者。目前的创业优惠政策只集中在针对高科技创业人才和下岗失业的就业困难人员这两类对象上，对于夹在这两类人员中间的最坚实广大的创业人群，政策却处于真空状态。创业优惠政策应当面对最想创业和最有能力创业的人，为他们提供最全面的创业培训指导、创业贷款、创业孵化基地、创业租金补贴、创业社保补贴等政策。这样才能真正吸引个鼓舞创业人员走上创业道路，从而带动更多就业，为社会经济发展做出更多贡献。如果创业政策对象能够大规模放宽，覆盖到整个社会的创业人员，那么其拉动效应才能真正发挥实效，而不是只局限在一些有限的创业典型之中。创业政策不能只抓大不抓小，也不能只对困难的不对普通的。必须一视同仁，所有创业者都能共同享受。这样才能体现公正，产生实效。

建议二：在大中专院校中普及创业培训课程。将来社会创业的主力军必然是大学生以及年轻人。为了避免时下大学生普遍的盲目创

业和就业带来的无谓的损失，他们必须在创业和就业之前积累更多的创业精神、创业经验、创业资源和创业资金，才能激发创业潜能，并在今后的创业历程中真正把创业当做可持续的事业来做。这样的事业的起点必须有其奠基石，那就是全面完善的创业培训。如果把创业培训在大中专院校中大力普及，那么这将是培育大量创业的种子选手，是一件功德无量的好事，不但可以为缓解就业压力寻找出路，也为创业者群体增添生力军。

建议三：发展电子商务，提供电子商务发展平台。电子商务是创业的一个重要方向，也是潜力最为巨大的一个创业市场，并且带动了快递行业和就业的快速增长。以淘宝网为例，数字说明电子商务的力量。截止2011年11月30日，淘宝网帮助246.3万人实现直接就业，其中2.034万为残障人士。而淘宝对社会可持续发展的贡献，远不仅仅只是经济和就业上，也同样体现在环境保护上。据推算，2011年通过淘宝网进行的交易，相比传统模式减少了235.8万吨标准煤的使用，降低492.8至611.2万吨二氧化碳排放量，也相当于森林生长269至334万立方米木材的减碳量，增加89至111万亩左右的人工林，几乎达到杭州市区的森林覆盖面积。如果认识到电子商务的无限力量和增长前景，政府应当在这方面能够有所作为，搭建更加适宜电子商务的平台。例如开设太湖淘宝创业论坛，大力营造电子商务发展的社会氛围;开办网上创业培训，大力推动广大微小创业者提高网上创业的能力。这对于小创业者都会是实实在在的鼓励和帮助，在降低

曾经如此美好，而如今极端天气总神出鬼没。极端天气像吃家常便饭一样频繁—1976年唐山大地震。地震来临之前，天空闪出五颜六色的光，地球已伸出魔爪去拽住那些不择手段破坏环境的目光短浅的小人。2008年汶川地震，死亡人数众多，地震是凶残的恶魔，是无情的吗？不，这是人类自作自受。人类的恶劣行为使地球母亲千疮百孔。2011年夏，皖地区下起了暴雨，雨连续下了四五天，庄稼都被水腐食，这是雨吗，这是雨吗？不，它是地球母亲的泪……

走在路上，回头一看地上是垃圾，左顾右盼看都是垃圾。我和朋友走在路上，他手里正拿着东西，嘴巴里不知道嚼着什么，他把所有不一会就吃完了，只见他随随便便地就把垃圾乱扔在地上。原本不远处就有一个垃圾箱的，可他就是这样做了，原本都还可以捡起来的，可是他又放弃了这一次悔改的机会了。别看这只是一个小问题，可时间过久了，如果人人都这样，那么，这就成了一个大问题，大自然就完了。一直堆积在地上的垃圾，过久如果还是没有扔进垃圾箱的话，那样垃圾就会发臭，还会污染空气，使人类呼吸困难了。

在生活中，有许多破坏环境的行为。人们经常焚烧垃圾，使烟气往天空聚集，然后散发到每个人鼻中。使人类呼吸废气，让人们窒息；人们滥伐树木，导至水土流失，如果发生洪水人们就惨了，不能乘凉也不能避雨。所以，人们不能砍伐树木，尽量少用一次性筷子；人们大量开采矿石，人们轻易地开采矿物，让矿山被毁灭了，使地表被受到破坏；围海造田，围海造田看起来没有什么的，其实有了大灾害。人们在海里面建设，使海水爱到了严重的污染。要怎样才能保护好环境呢？只要你们不要做毁坏环境的事，让大家能生活在一个好的环境里，人人可以做一次伟大的事。

我的家乡在温州文成一个美丽的乡村，村口有一条清澈见底的小河。没等你走近小河，远远就能听到河水哗啦啦的声音，河上有一座小桥，桥下一群群鸭子在水中嬉戏，不时把头扎到水中觅食。

每年暑假，我总会和爸爸妈妈一起回到家乡，和村里的小伙伴一起去河里玩耍，我们在小河里抓小鱼，找小虾，摸螺蛳……玩累了，我们就上岸扔石头，看谁扔得远，比谁溅起的水花高。河边总会集满很多的妇女，她们一边洗衣服，一边聊天，捣衣声和欢笑声组成了一首优美的乐曲。

今年暑假，我照例又回到家乡，来到村口，我被眼前的景象惊呆了。河水变浅了很多，水质也没有以前那么清澈，河岸上还有很多垃圾，河中央还长出了杂草，听不见哗哗的流水声，看不见有人在河里洗衣服，更可怕的是，河里散发出一股刺鼻的气味。

我沿着河岸走了一圈，发现河边新建了很多工厂，河堤上也增加了很多的排水管，褐色的水从排水管里一直流到小河里。我想：问题肯定出在这！

为了让小河变回昔日美丽的容颜，还给小鱼小虾一个舒适的家园，我赶紧跑回家，在爸爸的帮助下，终于做好了一块木牌，上面写着“保护环境，从我做起，请叔叔阿姨不要把废水排到小河里！”

人类每天都在破坏环境，茂密的森林在人类的电锯下一片片地倒下，山瞬间变得像沙漠一样凄凉了；一个个巨大的烟囱冒着滚滚白烟，天空刹那间变得灰蒙蒙了；一根根巨大的水管里涌出了源源不断的黑色污水，海面上一下子浮上了许多一动不动的鱼。鱼类正面临着前所未有的灾难。

一天，鱼妈妈正准备出门买菜，它临走前，对鱼爸爸说：“管好孩子们，不要让它们去海里，不然会被渔夫捉走的。”鱼爸爸不负责任地说了声：“哦！”接着便游开了。鱼妈妈非常担心，可如果还不赶到菜市场，菜市场就关门，鱼妈妈只好心事重重地走了。

鱼爸爸对小红鱼、小黑鱼说：“你们不要去海边玩儿。”说完就管自己呼呼大睡。小黑鱼觉得溪里不好玩，它觉得爸爸妈妈不让它们去海边，那里一定有什么好玩的东西，好奇的它叫上妹妹小红鱼，一同来到了海边。海风吹拂着，海浪追逐着，多美的大海啊，它们在这里嬉戏游玩，可开心啦！

星期二的早上，天空格外的蓝，空气也格外的清新。我的情绪个性的好。我早早的跑到广场锻炼身体，我跑着跑着，“沙，沙......”咦!什么东西在我后面跟着，我猛一回头，定睛一看，原先是一团皱巴巴的纸团，在我身后当起我的小尾巴。不远处的几个垃圾在微风的吹拂下，在广场上你追我赶，像赶集似的。花坛处的两个叔叔正在边说边吃，还边扔垃圾，我的心头顿时涌上一股怒火：“哼!等着瞧!一会儿我就让你哑口无言。”我三下五去二，不一会就把垃圾捡到手，我抬起头看到清洁工老爷爷正在扫垃圾，我跑过去把垃圾放进爷爷的袋子里，老爷爷愣了一下，随后就笑了，低下头嘴里不住地说：“好孩子呀!好孩子。”我又捡了些垃圾，放进老爷爷的袋子里，老爷爷微笑的说：“哎呀!孩子，你不怕别人说你是捡垃圾的”我笑了说：“我不怕。保护环境是我们就应做的。”这时，花坛处的两个叔叔停止了说笑，都张口结舌：“恩.――这个......”我得意地把眉头一挑，向家走去。温暖的阳光照在我身上......
