如何才能令《巴黎协定》生效呢?加入和签署之间又存在何种区别呢?[/b]

首先，按照《巴黎协定》中的规定，当批准该协定的缔约国数量达到55个，且其累加排放量达到全球总排放量55%时，该协定即正式生效。且各国希望该协议可以在2016年生效。

其次，在各国层面，在签署《巴黎协定》之后，还需要各签署国家在各国国内进行行政或司法程序，最终将批准的文件交回联合国。

《巴黎协定》年内可以生效么?

针对是否《巴黎协定》年内可否生效这一问题，各方目前看法相当积极，其原因在于中美联手。

正如上述美国国务院高级官员在电话会议中一直强调，中美占全球总排放量40%。而中美希望各自在国内采取国内步骤，以便今年尽早参加《巴黎协定》。

在美方而言，据上述官员介绍，在签订之后，该协议将形成一份行政协定(总统无须参议院同意而与外国所订的协定)，可以由总统直接批准。

在其他大部分国家，需要议会等组织来通过《巴黎协定》。根据目前已知的情况，对气候变化议题最激进的几个小岛国国家已经提前完成国内立法批准程序，将在今日签约仪式后同时递交批准文件。

在欧盟方面，由于欧盟的政治决策机制过于冗长，目前欧盟内部还没有完成内部指标分配谈判，即欧盟将如何在内部各成员国之间分配40%的减排目标，因而唯有在此谈判结束之后才能进入对《巴黎协定》的批准程序，目前估测这一最终加入程序有可能推迟到2017-2018年。

不过上述美国国务院官员表示，目前欧盟内部出现了一些积极信号，不过最终结果还要看当天签署时的情况。

然而，如果欧盟不能在2016年完成加入程序，欧盟就不可能被算入上文所提到的55个缔约方之中，亦无法参与缔约国第一次会议和重要决策的制定，只能获得没有什么影响力的观察员身份。

在其他主要缔约方方面，目前巴西国内政治动荡，并不预期其能在2016年完成加入程序。而金砖国家中的印度、俄罗斯、南非等国尚未宣布何时批准该协定。

为何期盼《巴黎协定》尽早生效呢?

如同中美在第三份气候变化共同声明中所说，“ 《巴黎协定》标志着应对气候变化的全球性承诺，也发出了需要迅速向低碳和气候适应型经济转型的强有力信号。”

为加快清洁能源创新和应用，中美双方将共同努力落实巴黎会议上宣布的“创新使命”倡议各项目标，并推进清洁能源部长级会议工作。

实际上，《巴黎协定》只提供了原则框架，通过该协定可以令各国尽早在具体问题上寻求适合的解决办法。

由气候动议组织和麻省理工斯隆管理学院合作的一项气候记分板项目就?计算了目前各国的国家自主贡献，而数据显示目前的国家自主贡献目标意味着到2100年温升3.5摄氏度，不足以完成《巴黎协定》1.5度/2度的目标。该项目提出，提高雄心、深度减排、早日达峰才能早日实现《巴黎协定》的目标。
