时评：中国大学生就业难之怪现状

六月将至，每年的六月都会牵动中国上千万个家庭的心，六月的主题就是高考和大学生就业。今年，727万大学毕业生再次刷新了大学生毕业人数纪录，被称为史上最难就业年的2013年刚刚落幕，史上更难就业年又接踵而至。一边是企业用工荒，一边是大学生就业难，中国的就业市场到底生了什么病?滋生这些顽疾的原因又是什么呢?

一、大学毕业生人数激增，直接导致就业难。

2016年大学毕业生人数为280万，十年后，大学毕业生人数陡然突破了700万。无疑，大学毕业生的快速增长成为了就业难的直接推手。近年来，各大高校不断扩招，高校扩招确确实实圆了无数人的大学梦，但是同时也导致了大学生人数的激增和质量的下滑，大学生就业难，各大高校难辞其咎。

二、国内国际经济低迷。

16年美国次贷危机演变成一场经济危机，迅速蔓延扩散至全球，导致全球股市下跌，多国金融机构陷入困境。我国虽在这场危机中未受到严重冲击，但世界多国的经济困境也影响到了中国高速发展的经济势头，就业需求相比以往年份也出现了放缓趋势，结合大学生毕业人数激增的现状，大学生就业难就不足为奇了。

三、就业结构性矛盾

高校的半市场化运作让大学毕业生总是踩不准点，高校往往根据当时的社会热门需求来进行专业设置，殊不知大学教育是以四年为周期的人才产出活动。由于没有预见性的考虑到教育周期，导致了人才与市场需求的断层错位，四年前的热门专业四年后却成了滞销专业，结出了就业难的恶果。

四、大学教育内容陈旧，生产转化率低。

The Pressure From College Students

In China, the number of college students increases every year, as more and more students get the college education, college students are under great pressure. In recent years, college studentsfind it increasingly difficult toget a

job. It sounds strange since young college students are usually intelligent,

well-educated phenomenon, aspirant and eager to bring their talent into full

play. Then what underlies the strange phenomenon?

There are several reasons for this.To begin with, nowadays college students

aim too high. All they want are “good” jobs which could offer good salary,

comfortable working conditions, high social status among others. Consequently,

most college students are unwilling to accept vacant jobs they consider

not“good” enough. Another reason is thatthere is a big gap between the majors

some students study in school and the demands of vacant jobs. So companies think

some students are not fit for the jobs.

Solution to the problem requiresefforts on both the society and the

students. The companies should value the students, talent and knowledge while

in building up their career. Furthermore, they should face their weak points so

as to improve themselves and be more competent.

虽然在金融危机的大背景下，毕业生对于薪酬的心理价位也一降再降，但选择在大城市和经济发达地区就业的人数仍然居多，追求职业的标准仍是安稳、清闲、高待遇、好福利。对全额财政保障的事业单位趋之若鹜，对公务员的考试愈发升温，即使选择企业也首先以企业的归属和大小而论，全然不顾“任职匹配”的客观合理性。

(二)、企业方面

企业需要的大学生是要具备经验的。这也是当前大学生就业难的一个重要原因。社会上不是缺少就业的岗位，企业需要的只是能为他们创造效益的人才，而绝对不会是只会纸上谈兵的高等文凭持有者。许许多多的大学生深受教育之毒害，过度沉迷于书本知识，缺乏一定的社会经验。这样就造成了就业难这一局面。

(三)、社会方面

国家产业结构的不合理带来大学毕业生就业难。我国一直以充沛、优质的劳动力市场获得世界众多企业的青眯，很多企业纷纷来我国投资办厂，因此中国成了世界的制造大国，加工中心。这些企业多是一些“三来一补”的企业，他们研发、营销、品牌都设在中国，提供的是低附加值，没有技术含量的工作岗位。这些企业在我国改革开放的初期，对我国经济的发展，有着不可磨灭的贡献，他们需要的也是大量的基础人力、一线员工、操作工人。用一句话来说就是，中国现在对农民工的需求比对大学生要大。但是随着我国经济发展和就业人员结构的改变，这些企业提供的岗位、薪酬待遇已经没有足够的吸引力。产业结构的不合理，造成企业的用工、薪酬待遇等方面有相当大的局限性，这是造成大学毕业生就业难的一个很重要原因。

Social Networking’s Influence on College Students

Social networking has gained huge worldwide popularity in recent years, especially among college students. In China, college student is the main force of social networking, 97.7% of which are fond of instant messaging and 80.7% prefer social networking sites like micro-blog and Q-zone (China Internet Network Information Center, 2013). Moreover, Michigan State University Original Study also finds that compared with Chinese students, American students are more tied to social media (2013). Therefore, nowadays there is a heated debate about advantages and disadvantages about social networking’s influence on college students.

Obviously, there are a number of positive features on social networking. It provides a convenient access to consolidate the relationship with people they know, make friends with strangers without restrictions of space and share happiness and sorrow. What’s more, social networking also has educational functions including reducing college drop-out rates, motivating students to work as a team, sending information about assignments, reminding students about deadline and stimulating students to help each other. (BBC News, 2009). There is no doubt that social networking plays a significant role in eiching students’ college lives.

However, every coin has two sides. There are also many disadvantages on the influence of social networking, among which, “soft addiction” is the most serious problem, distracting students from study. Because of lack of self-restriction, many students would waste plenty of time to search the social networking sites unconsciously, followed by a strong tendency to blame themselves (Li, 2013). This kind of “soft addiction” and distraction was also confirmed by Zhang (2011) who conducted a survey by questionare of 500 Chinese college students from different schools and found that 33% students could not bear one-week life without social networking and 77% students could not help themselves accessing social networking site during classes. Furthermore, a social experiment was performed by Harrisburg University (Pilkington, 2010) to figure out the effect after initiating blackout of all social networking sites. It turned out that some students became more concentrated on

the tutor and making notes instead of having instant messaging running in classes.

As far as I’m concerned, the disadvantages far outweigh the advantages, especially in China, where social networking is used for communication and entertainment and seldom plays the educational role (Li, 2011). The priority of a college student is to study hard instead of being addicted to social networking. Therefore, it is imperative for them to realize their “soft addiction” to social networking and correct their behavior.

第一， 虽然如此，但许多用人单位依旧招不到满意的大学生，这说明了“只有社会需要、市场需要，才是就业选择的方向。”职业的前途是与社会需要息息相关的，只有准确把握社会需要，紧跟时代发展步伐，选择的职业才有发展潜力，个人在职业方面的努力和投入才会增值，个人才能获得比较大的发展空间，自我发展才会有可靠的保障。

第二， 职业选择本身还是一种双向选择的过程，个人选择单位，单位选择个人。一个人在做职业选择时，还要考虑用人单位的需求，知道自己的优势在哪，这样才能跟单位配对成功。用人单位招聘时往往只是通过简历、面试等一些简单的方式来了解大学生，这时候，我们大学生就要充分做好准备，毕竟“机会总是垂青于有准备的人”，我们要向用人单位展示自己的特色，让他们了解“我就是你们的最好选择!”往往这些，可能从你的简历，你的面试，你的为人处事等等方面表现出来。

第三， 职业选择还要符合自己的实际。每个人的性格不同，每个人都有自己的兴趣爱好，因此每个人要根据自己的实际和需求来选择职业。毕竟性格有时候会真正影响到你未来的职业道路，影响到你的工作热情与激情。

综上所述，我个人想，只要我们把个人选择与社会需要相结合，用理性的眼光来看待问题，在拥有实力的同时加倍努力，不断学习新事物，做到思路清晰，行动一致，找到一个理想的工作还是没有多大困难的。

More and more college students, in recent years, are finding it difficult

to find jobs. This may sound strange since college students used to be the "most

favored" people in society. They have received a higher education, hence they

are more intelligent, knowledgeable than their counterparts who failed to attend

college. But chances are that some of them can hardly find jobs after graduating

from colleges.

There are two reasons that account for this strange phenomenon. One is that

some college students cannot come to terms with themselves and with the world

around them. They pursue too high goals and are too particular about such

factors as working conditions, salary, and so on. Therefore, they are reluctant

to accept the job when they are offered to them. Another reason is that the

majors some students pursue do not match with the demands of the job market. As

a result, they canonly sit and miss opportunities.

To solve this problem, I think college students should know their own

At present, a wide ofcredit cards issued by major banks and shopping malls are thriving in collegesand universities across the nation, with a multitude of college students makingup a growing population of card holders. Indeed, one out of five students isestimated to be in possession of at least one credit card, and the figure isexpected to be on the steady , thelatest data published by Yangtze Evening Post suggests。

Like anything prior tothe emergence of this small piece of plastic, the increasing popularity ofcredit card on campus has both bright and dark sides. On the one hand, youngadults in college, free from the trouble of pocketing a considerable sum ofcash, could enjoy the convenience of credit cards and purchase expensive goodsby installments. On the other hand, however, the irresponsible and excessiveuse of the cards by these youngsters, the majority of whom are fresh out ofmiddle school incapable of budgeting their money, can make them heavily in debtwhich will take them years to pay off。

On my personal level,while enjoying a host of conveniences the credit card may bring, we couldntafford to ignore a fact: in most cases,parents are our sole financial sources.Instead of spending without anyrestrict, we are supposed to put studies on the top of our agenda and moveourselves beyond heavy dependence upon our parents。

随着各地经济发展和招商引资力度的加大，珠三角和长三角等沿海经济发达地区很多企业却在抱怨劳动力短缺，除了沿海地区之外，很多内地中小企业用工需求量也在不断增大，企业招工难、用工荒、缺工情况仍然存在，甚至加剧。虽然各个企业在工资待遇和福利条件上给出了相应的优惠政策，但仍为招不到理想的劳动者而烦恼，有的虽然招到了毕业生，但是却留不住。很多大学生频繁跳槽，出现“闪辞”现象。这与大学生就业难形成了鲜明的对比。

如何正确认识和解决大学生就业难和企业招工难这两种看似相悖的劳动力市场现象和并存的就业形势？本文试图从大学生就业难与企业招工难双重困境的现象出发，梳理和探析出这一矛盾现象存在的原因和化解机制。

大学生就业难的原因

从《就业促进法》的颁布实施到高校开设职业发展与就业指导课程，再到电视类求职节目的兴起以及火爆的人才市场，我们感受到了政府对高校毕业生就业问题的高度重视，也感受到了快速发展的经济给高校毕业生带来巨大机遇的同时也带来了巨大就业压力和挑战。逐年攀升的高校毕业生人数，让我们对高校毕业生的观念逐渐改变，“天之骄子”已不再是大学生的代名词，“毕业即失业”也是反映大学生就业压力的真实写照。这让我们不得不思考大学生就业难的深层次原因。辩证唯物主义认为，事物的发展是由内因和外因共同作用形成的，内因是根本，外因是条件。纵观大学生就业难的问题，笔者看来外因主要有：

高等教育的快速扩张。高等教育的快速扩招，造成了逐年攀高的高校毕业生人数，与此相应，高等教育也由精英化阶段进入到了大众化阶段，大学生就业方式和整体格局发生了根本性变化，大学生不再是天之骄子，毕业不再等国家分配，而是需要与社会进行双向选择，大学生的就业心态也由“皇帝的女儿不愁嫁”转变为“不努力，毕业即失业”，就业成为最关心的话题。

就业环境和条件分布不平衡。我国经济发展的不平衡和就业环境与条件分布的不平衡也是造成高校毕业生就业压力大的重要原因。东部沿海城市经济发展较之中西部地区快，就业环境好，就业岗位和就业机会相对集中，导致大学毕业生就业普遍青睐“北上广”，不愿意到偏远地区和经济欠发达地区，造成大城市就业拥堵，偏远地区无人问津，这也是大学生结构性就业难的一个原因。

与此同时，高校毕业生既是就业难又是抱怨就业质量差的主要群体。当代大学生青年崇尚自由，他们希望自己未来的工作丰富多彩，渴望可以自由调节时间的弹性工作。但大多数中小企业的就业岗位仅限于低水平的重复劳动，这与大学生的期望相差较大，而他们青睐的国有企业和外资企业及行政事业单位就业竞争激烈，且门槛要求较高，所以就业时难免“挤破了头”。

除了外部原因外，综合分析大学生就业难的内在因素，主要有以下三个原因：

大学生能力素质与企业所需技能不匹配。当代大学生多为新一代的独生子女，长期生活在父母的精心呵护和高校的象牙塔里，自理能力较差，中小学时代又基本是接受应试教育，进入大学以后不注重全面发展，放松对自己的约束和要求，不与社会接轨，虽然精神上有就业危机意识，但实践能力较差，自身素质不能适应企业发展的需要。打铁还需自身硬，在能力素质方面，大学生和企业对人才的能力要求也存在着供需不平衡。当代大学生责任和素质与企业所需人才的不对称是大学生就业难的根本原因。

当代大学生自身原因―初涉职场：“俯下身”但却“行不远”。“俯下身”但却“行不远”，是初入职场的大学生真实写照。当前的大学生多为独生子女，较少接触社会，有理想有抱负，也很想很快能够自食其力，但是缺乏相应的实践经历和吃苦历练，他们焦虑地期盼就业，同时又在就业初期面对学生到职业人的转变，面对角色和岗位的转换时逃避就业。有的毕业生在一年内能连续跳槽几个单位，心态浮躁。还有的毕业生在刚入职不到一个月就有换工作的打算了，有的毕业生毕业不到半年能频繁更换30份工作，还有的毕业生甚至刚工作一天就决定辞职，这些跳槽次数较高较频繁的毕业生被称为“闪辞族”。“闪辞族”的出现也让企业连连叫苦，在招工时投入了大量人力、物力、财力，却仍难以留住大学毕业生。初入职场的各种不适使大学毕业生不断选择逃避或者继续挣扎，辞职就像一场“说走就走的旅行”。“俯下身”但却“行不远”折射出的仍是大学毕业生对自身的期望值与社会实际的脱节，是大学生对自身能力的不自信和诚信的缺失，也折射出社会、学校和家庭对大学生培养时的责任缺失。

职业定位不清―高校和大学生被动适应就业。随着高校毕业生就业难现象的出现，很多高校都开设了大学生就业指导和职业发展的课程，但是效果却不尽理想。任课教师缺乏职业发展与就业指导课程的系统专业培训，而且教师未能走出校园到企业调研，所讲内容主要是就业技巧和陈旧知识，与专业发展方向和社会实际脱节；学生课堂所学知识与社会需求脱节，导致学生职业定位不明晰，学生本身又缺乏对自身职业定位的意识，就业目标不明确，有的学生有了较明晰的目标又缺乏有效指导，甚至没有努力去践行，有的高校为转移就业难的问题，在就业指导课上竭力引导学生考研究生，甚至为了提高就业率进行造假，而被动的适应只能加剧就业难，甚至阻碍就业难问题的解决。 企业招工难的原因

近年来，珠三角、长三角等沿海地区和内地企业都出现严重的缺工现象，在春节前后尤为明显。虽然企业想方设法进行招聘宣传，加大招工人数，而且也在工资薪金待遇方面不断提高，甚至连发展空间和年休假都写入招聘计划，但仍未能从根本上解决问题。企业招工难问题的出现，严重影响了企业正常的生产经营活动。一方面是大学生找不到心仪的工作，另一方面是企业招不到理想人才和留不住人才的问题，看似矛盾的背后还需要仔细探究企业招工难的深层次原因。

企业经济发展不平衡与对人才需求的不平衡。企业招工难的问题不能一概而论，部分企业求职人数过多，而部分企业求职人数又不够，招工难也是相对的。在国有企业和实力强大的上市公司，工资福利待遇高、经济效益高、劳动条件好，均不存在招工难问题，而招工难的企业主要是经济效益、劳动条件、劳动报酬和工资福利等综合素质较差的企业。

对于国有企业而言，在提供良好的福利的同时，也想招到有工作经验的专业对口人才，而刚毕业的大学生很多不符合这个标准。对民营企业来讲，认为自身能给予的条件不够好，吸引不了大学生，也有企业在招大学生时有所顾虑，认为大学生眼高手低、动手能力差，还有频繁跳槽的现象，与此同时大学生又对民营企业信心不够，存在着“不太感冒”的现象，这在一定程度上也造成了招工难的现象。而外资企业，则看重劳动者的实践能力和社会实践经验与企业的实际需求，但大学生却相对缺乏相应的实践经验，缺乏与企业对接的相应实践培训机会。企业经济实力和条件不符合大学生预期和大学生能力素质不适应企业用工要求，是企业招工难的一个重要原因。

企业本身的实力和福利待遇不能足够吸引和留住大学毕业生。许多企业招工难还跟企业本身的状况有很大关系，企业发展空间、自身实力较弱，业内知名度较低，能提供的福利条件与大学生期望的福利条件之间存在差异。并且中小企业招工开出的条件和门槛在提高，但是相应的硬件设施和发展潜力并未提升，而且很多岗位常年是在流水线上，工作缺乏技术含量和挑战性。大学毕业生除了对工资福利待遇有期望以外，还对个人的发展空间非常期待，许多中小企业经营管理方式简单，企业文化缺失，使大学生难以有归属感和成就感，有的大学生不看好单位发展前景，对单位无法认同、高期待不能满足，企业自然吸引不了毕业生，才会出现大学生频繁跳槽，把企业当成跳板，这也企业招工难的一大原因。

大学生和企业的定位和需求的不统一。当前大学生对于未来的职业期待相对集中，在择业过程中，首选外资企业、国有企业与行政事业单位，同时还期待工作相对稳定，环境好、有较大发展空间的管理岗位和文职岗，而不愿意到重复性和劳动强度大的工作岗位，这也在很大程度上加剧企业招大学生时的困难境地。

外资企业对劳动者的实践能力和经验要求较高，而许多大学生恰恰缺乏实践经验；国有企业和行政事业单位门槛设置相对较高，对大学生的综合素质要求也相对较高，而这也正是现在大学毕业生所欠缺的。大学生自身的定位和企业需求的不统一也是企业招工难的重要原因。

此外，企业认为造成招工难的主要原因是大学生眼高手低，大学生自身的素质、技能水平与择业期望与企业对人才需求不对等，大学生却认为是社会和企业对他们要求太高，这也是造成两难境地的原因所在。

化解大学生就业难和企业招工难的途径

高校和毕业生需转变就业理念，主动出击，有所作为。针对“最难就业季”和严峻的就业形势，教育部曾发布通知要求全面实施好中央和地方各类基层就业项目，高校应积极引导并鼓励毕业生应征入伍或担任科研助理；毕业生应转变就业观念，改变“有业不就”的观念，树立先就业再择业的观念，鼓励毕业生到基层就业，到祖国最需要的地方就业，不应该把眼光只放在大城市或大企业。高校应鼓励毕业生“立大志、入主流，上大舞台、成大事业”就业理念，到西部基层去工作，高校就业指导老师应主动和企业交流，给学生讲解初入职场的注意事项和必备的技能，还应创造条件给学生提供实践锻炼的平台，同时对于到基层就业的学生应“扶上马、送一程、关心一生”。

高校毕业生个人也要及时转变和调整求职就业观念，干一行，爱一行，切合实际，在校期间应积极在课余时间进行专业实践和到企业锻炼实习，了解企业对人才的需求；也应及早做好职业生涯规划，不断提升个人能力，努力提高自身专业素质和综合素质，拓展发展空间；在择业过程中找准定位，主动适应岗位，而不是被动接受。

企业应树立人力资源是企业第一资源的理念。企业要想生存发展壮大，除了经营理念、经营模式和外部环境以外，必须有足够的人力资源，人力资源是企业前进和发展的动力源泉，企业必须树立人力资源是企业第一资源的理念。首先，企业应从劳动者的角度出发，进行换位思考，保证劳动者合法权益，改善生产条件，不断创新人力资源管理模式，丰富企业劳动者的业余生活，打造具有特色的品牌企业文化，增强劳动者的主人翁意识和归属感，构建与劳动者相对稳定和谐的劳务关系。其次，应改善和提高劳动者的薪酬和福利待遇，注重对劳动者的业务知识培训和个人综合素养的培训，提升劳动者个人发展空间，进行人性化的管理，实现待遇留人、感情留人、事业留人。再者，企业须不断加快自身发展，主动适应市场规律，不断做大做强，转变增长方式，由劳动密集型向技术密集型转化，真正做到招到人、留住人。总之，有条件但尚未重视人力资源管理的企业，应改善招工用人方式，合理配置和优化人力资源管理，为社会提供更好的供求信息对接服务，这样才能从根本上解决招工难的问题并为经济社会发展做出应有的贡献。

校企合作，高校和企业实现有效对接。要解决大学生就业难和企业招工难的两难境地，校企合作是必由之路。构建以职业发展和就业为导向的校企合作人才培养模式，是高校毕业生就业难问题解决的有效途径，也是提升高校人才培养质量目标的实现路径。

高校在专业建设与开发上，要按照经济发展需要来进行，在专业设置、课程选定和教材选用方面应与企业需求结合，并积极与企业沟通配备必要的实践训练设备。在实习教学环节，重点培养学生的实践动手能力和企业所需技能，引导他们将专业所学知识与企业生产实践有效对接，使他们毕业就能就业，上岗就能胜任工作需要，而不是毕业即失业。

在校企合作问题上，企业也必须有所作为。企业应主动参与职业教育和培训过程，并为所需技能人才的稳定来源投资和主动出击，积极到高校进行职前培训和指导。高校应对毕业生进行分类指导，明确本校毕业生的就业去向，加强与相关企业和行政事业单位的定向联系，做好教学目标定位，有针对性地安排实习和实训环节，实现比较稳定的定向就业。高校应不断完善“订单式培养”，以企业需求为主确定人才培养机制，到企业座谈、调研、商定培养方案。同时也应借鉴企业文化理念，加强校园文化建设，使毕业生走向企业，尽早适应社会。

结语

大学生就业难与企业用工难现象的出现是我国社会转型发展进程在劳动关系领域的自然表现，与其指责当前大学生能力和素质的不足，高校和企业不如给予他们更多的信心和相应的职业培训途径，而高校毕业生本身更应该努力提高自己的专业和综合素质，全面提高自身的职业核心竞争力，找到最好的也是最适合自己的职业，同样能绝处逢生。政府促进就业，高校主动出击、企业积极响应，这才能切实缓解就业难和招工难的两难局面。

Since the financial crisis swept the world, the global economy has sunk into a severe recession. It’s hard to get through a day without hearing or reading news about the devastating effects of the crisis: A world of companies go bankrupt, millions of employees are laid off, high-return investment bubbles burst, and huge sums of loans can never be retrieved. Its impact on our daily life can be felt in all walks of life。

College students inevitably fall victim to this pervasive slump as well. On top of that, internships and job vacancies are reduced to the minimum as companies keep shrinking. New graduates find themselves hard to get a job, not to speak of a satisfactory one. What comes next? Poor students will be hard-pressed if they find student loans unavailable any more. As a result, some even cannot afford to continue their studies. Lastly, more students are probably out there anxiously looking for part-time jobs now that they have to help cover their expenses in this gloomy economy. Their innocence and eagerness might be taken advantage of by some malicious businesspeople, or even criminal gang。

In response to these threats, we students must act promptly and wisely. Since we definitely will be facing a competitive job market, it’s crucial that we submit high quality resumes. Therefore, we must commit more to our professional studies. Even do better, master more relevant job skills as a double security. Furthermore, apply for scholarships and grants, as these are still available and we don’t have to pay them back. As for the safety issues, trust our instinct – there’s no free lunch in this world.
