雾霾是过去一年中国社会上最沉重的环境危害。PM2.5是造成雾霾的“罪魁祸首”，它的来源有汽车尾气、道路扬尘和建筑灰尘、工厂超标排放、燃煤取暖烟尘、秸秆燃烧烟尘等。雾霾导致肺癌患病率在个别城市呈上升趋势，严重影响所有社会公民的身体健康。

雾霾天气的出现，让我们在国家和个体两个层面同时面对一些我们没有认真思考过的老问题。在国家层面上，它催生了环境犯罪司法解释的诞生，对环境犯罪零容忍成了我们社会的共识;在个人层面上，它让我们明白，以追逐个人利益而损害环境的行为是不道德的，也是法理不容的，破坏环境的结果是搬起石头砸自己脚的愚蠢行为，因为当环境恶化后，破坏者也要做受害者，它让人们更加明确了个人和社会、和自然的休戚与共的关系，从而正确处理个人与社会、与自然的关系。

雾霾究竟是什么呢?雾霾是雾和霾的混合物，长时间吸入雾霾，会得严重的肺病，甚至会危及人的生命。从21世纪以来，雾霾出现的次数大大增加，雾霾不但影响了我们的出行安排，还危害到了我们的生命安全。

1952年，从12月5日到12月8日的短短四天里，“伦敦雾霾事件”死亡人数高达4000人。而在12月9日后由于天气变化，毒雾逐渐消散，但在此后的两个月内，有近8000人因为雾霾事件死于呼吸系统疾病!可见雾霾的危害性有多大。好多人采取了防范措施，比如戴口罩;少开车等等。
