另一方面，也有一部分原因是交通管理与设置方面的缺陷，很多时候红绿灯给车通过的时间有两三分钟，而给人过街的时间只有十二三秒，时间经常来不及，况且，过街横道线要三四百米远才能有，天桥或地道有长长的上下梯步。这是公共交通资源上，强势、弱势的分配不公。

因此，对于“中国式过马路”，不能只是调侃调侃就一笑而过，觉得好笑，是因为这个词说出了事实，会因为这个词而会心一笑的人，在碰到其他社会不文明现象而抱怨时，是否也要反思自己是不是不文明行为中的一员呢？耐心等绿灯亮起、规规矩矩排队、不乱扔垃圾、在公共场合不大声喧哗，这些显然都不是大事，然而“素质”却在这点点滴滴的小事中显现出来了。

对行政管理部门来说，更应该努力采取措施使我们的道路更安全、通畅。对人们的行为习惯，既要用法律法规加以约束，同时也缺少不了道德的教化和及时的警示。
