Traffic safety is everybodys business. Records show that every year a lot of people die in traffic accidents. Some of the accidents are due to mechanical problems. They drive regardless of speed limits, run through red lights, drive in the wrong direction, talk and laugh while driving, and turn as they wish without giving signals. They dont slow down while approaching crossroads. So many people violate traffic regulations that we cannot put too much emphasis on the importance of traffic safety. Only when everybody thinks traffic safety is everybodys business can we be safe driving on roads and walking on sidewalks.

So, I asked my parents to took me there and they promised to. We got there at 9 oclock. There were many people. Most of them were parents and children. We first went to see the animal. 八达岭野生动物园老虎袭人事件，社会舆论不断发酵，引起轩然大波。或是认为游客不遵守景区规章制度，违规下车，自作自受；或是批评管理部门漏洞百出，难辞 其咎；抑或双方都有疏忽和责任。猛兽伤人事件并非第一次，再次暴露出了怎样的问题？该如何防止悲剧再次上演？我认为制度与规矩，不可亵玩。

纵观大部分野生动物伤人事件，都是游客不遵守园区规定，擅自行动造成的。老虎吃人，世人皆知，为何会出现“明知山有虎，偏向虎山行”的状况呢？“任性”而 为，充分暴露了公民素质问题。签订协议书，警示和广播，但在有些人眼中视同儿戏，不以为然。无视和蔑视规则，终酿恶果。平心而论，无论制定规则还是提供保 护预防措施，动物园方面已经做得相对完善。对比之下，那位大摇大摆下车的女游客，则毫无疑问触犯规则。即使原意为此自负其责，那母亲的生命谁来负责？不守 规则的代价，残忍又惨痛，藐视规则猛于虎。

现实是悲剧事件不仅仅是意外，从某种程度讲，更是对不守规矩之人的警告。随意横跨护栏，红灯前飞速通过的电动车，随意变道、动辄逆行的汽车??对规则的无 视早已内化为一种坏习惯，一次次的侥幸让他们忘记了潜在危机。甚至抱着我是女性我怕谁的心理，但坏习惯展现在老虎面前，老虎比你还任性，吃肉是它的天性。 以其母虎口丧命为代价，虽过于残忍，却反向昭示了规则的价值和意义，这是重冲动的惩罚。

可是，当游客用生命、健康为其付出代价的同时，野生动物园可免责吗？我看不可以。

从事件本身讲，动物园允许私家车进入猛兽区，园区的一些列做法似乎到位了，实则却成了园方单方规避了自己安全责任的借口。但绝不能成为推卸责任的借口。即 便园方作了保护，可能会误导工作人员，认为出现意外与园区没关系，从而疏于管理。作为管理方，动物园应对潜在的危险应充分考量并严防死守，因为伤不起，人 命关天。除了履行各种义务外，还须做好设置防护隔离，保持安全距离等其它义务，单靠救险车也是杯水车薪。我不禁要问，允许私家车游园有无专业人员陪护？能 否借鉴非洲野生动物保护区的做法，专门的车辆，专门的保护，完全可以避免悲剧发生，岂能一纸协议了事？

频发猛兽伤人事故给人们敲响警钟，也折射出游客规则意识淡薄，行业规范与安全保障的欠缺等问题。加强公众安全教育，完善落实好安全管理措施。正视责任，敬畏规则，才是对生命的最大敬畏。辽宁省沈
