大观楼公园建于清康熙二十一年（公元1682年），由世袭镇守云南的沐氏操练水师，建造苑圃开始。大观楼则由巡抚王继文督建于康熙二十九年（公元1690年），因登楼而能观对面的五百里滇池，而且视野开阔，故名。只要对此楼感兴趣的人，大多是为了乾隆年间诗人孙髯的那180字长联。
