各国的世界森林日

森林资源减少的主要因素

森林面积减少受诸多因素的影响，比如人口增加、当地环境因素、政府发展农业开发土地的政策等，此外，森林火灾损失亦不可低估。但导致森林面积减少最主要的因素则是开发森林生产木材及林产品。由于消费国大量消耗木材及林产品，因而全球森林面积的减少不仅仅是某一个国家的内部问题，它已成为一个国际问题。毫无疑问，发达国家是木材消耗最大的群体。当然，一部分发展中国家对木材的消耗亦不可忽视。

非法砍伐森林是导致森林锐减的另一个十分重要的因素。据联合国粮农组织2002年报告，全球4大木村生产国(俄罗斯、巴西、印尼和民主刚果)所生产的木材有相当比重来自非法木材。

保护森林的措施

为了扭转森林资源日益减少的趋势，国际社会有必要采取下列若干措施：

1、缔结国际森林公约

众所周知，森林在地球陆地生态系统中的巨大作用是不言而喻的。然而，国际社会对森林的重视程度特别是在政治高度上却远远不够。虽然自1992年在巴西里约联合国环境与发展大会上签署《森林问题原则声明》以来，在联合国可持续发展委员会下分别于1994和1997年成立了政府间森林工作组和政府间森林论坛，2000年联合国成立了联合国森林论坛，但成效十分有限。

缔结森林公约既可唤醒各国人民更加珍惜弥足珍贵的森林资源，加倍爱护森林爱护树木;又可强化各国对林业工作的重视，加大对林业的投资，促进发达国家向发展中国家提供先进的林业技术等;同时还可利用国际立法的方式来规范林业活动特别是伐木行为，以拯救日益减少的森林资源。

2、改变生产和消费方式

森林虽具可再生特点，但也经不起人类的大肆掠夺。10年来，森林资源锐减的一个重要原因即是发达国家与可持续发展相悖的生产和消费方式。从上述数字即可看出，发达国家是国际木材市场的最大买家，亦即最大的消费源;如果按人均计算，发达国家更高出发展中国家的若干倍。当然，发展中国家也有必要逐渐改变非持续的生产与消费方式。比如，发达国家风行、发展中国家存在的一次性筷子消费现象每天就消耗掉无以数计的木材。

3、多管齐下

多管齐下是拯救森林资源必不可少的措施。一要立法执法，大力植树造林和保护森林资源：严梢控制林木砍伐量，杜绝非法伐木行为。二要规范国际木材交易行为，在国际和国家两个层次上建立木材认让和标识制度，从而达到国际市场交易的任何木材均是出自可持续经营的森林的目标。三来开发研究木材产品的替代品，这样也可减少森林的消耗，从而达到有效保护森林资源的目的。
