昨日的发布会上，国家发改委价格司司长许昆林介绍，关于医疗服务价格改革的指导意见，已经完成了初稿，正在征求意见过程中，今年年底前应该能够下发。

“当前医疗服务价格远没有理顺。”许昆林说，受医疗机构诊疗用药行为和医保基金支付能力等因素的影响，现行医疗服务价格未能完全体现医务人员技术劳务价值。另外，医疗服务价格行为也存在不规范问题，加重群众医药费用负担的情况时有发生。下一步改革将逐步建立分类管理、动态调整、多方参与价格形成的机制。对市场竞争充分个性化需求强的公立医疗机构的医疗服务，要及时放开价格来促进竞争。

许昆林说，医疗服务价格改革关注老百姓的切身利益，必须做好统筹兼顾。改革过程中一定要强化价格、医保、医疗等相关政策衔接，不能单兵突进。推进医疗服务价格改革，要着力做好三个结合：一是与充分发挥医保控费作用相结合，二是与建立科学补偿机制相结合，三是与减轻患者负担相结合，确保医疗机构良性运行、医保基金可承受、群众负担不增加。
