从笔者调研情况来看，绝大多数基层党组织能够把严格党内组织生活摆在突出位置，坚持围绕中心、服务大局，认真落实中央和上级党组织关于党内组织生活的各项规定，紧密结合所在行业领域实际，切实加强党员经常性教育，教育引导党员和其他干部群众立足岗位、勤奋工作，确保了党内组织生活的规范化、科学化，取了明显成效。但客观上也有部分基层党组织相关工作开展情况不够好，存在一定问题，主要表现在以下四个方面：

一是思想缺位，认识不清。在少数单位，党建工作责任制落实不到位，业务工作特别是经济工作“一枝独秀”、“一家独大”，领导班子和单位负责人对党建工作重视程度不够，党建工作“说起来重要、做起来次要、忙起来不要”的现象还比较突出，少数党员干部特别是领导干部错误地认为党内组织生活耽误时间、影响工作、难见成绩，敷衍塞责，应付了事，个别基层党组织的组织生活甚至长期处于停滞状态。

二是状态不佳，业务不精。由于多方面原因，有的党务工作者工作积极性不高，对待党务工作还有“做一天和尚撞一天钟”的想法，业务知识学习不积极不主动，开展工作得过且过;有的党务工作者由于经历和精力的原因，不熟悉党务工作，面对党务工作找不准切入点和突破口，党务工作能力不强，党内组织生活客观上受到一定影响

三是流于形式，效果不佳。在经济社会持续快速发展的今天，面对新形势对党建工作特别是党内组织生活的新要求，部分党务工作者还习惯于以老眼光看问题、以老办法抓工作，在党内组织生活的组织策划和内容设计上与党员干部的实际需求结合不够，仍然局限于读读文件、看看报纸，找不准兴奋点和突破口，“三会一课”流于形式。而有的基层党组织在探索创新党内生活方式方法时忽视了党内生活的教育管理职能，存在一定的“娱乐化”倾向，偏离了党内生活的正确方向，难以达到教育管理的目的。

四是缺乏监督，落实不够。相对经济工作，党建工作难以用规范细化的指标来衡量，这在一定程度上也造成了党建工作的“虚化”。在少数基层党组织，尽管党内组织生活开展不规范、效果不明显，但由于缺少有效的监督方式和评价手段，搞与不搞一个样、搞好搞坏一个样，致使党内组织生活质量长期得不到改善提高，降低了党组织的凝聚力和影响力。

As we know, many people favor the idea that the University life is free and comfortable, but I’d like to say it’s not true. As a matter of fact, my life in university is so busy that I wonder if my energy is enough. As to my University life, I divide it into four parts, including study, student activities, library and the others.

In short, my life in university is busy but valuable. You can see that study brings me knowledge, student activities improve myself, library changes my horizons, the others things make me independent. They get all my abilities trained. 习近平总书记强调：“要突出问题导向，学要带着问题学，做要针对问题改，把合格的标尺立起来，把做人做事的底线划出来，把党员的先锋形象树起来，用行动体现信仰信念的力量。”这就启示我们，要想真正搞好“两学一做”学习教育，就必须强化问题意识、突出问题导向。而认真剖析这些年来党的建设方面存在的系列问题，我们不难发现，至少有六大问题是我们必须认真面对和彻底解决的。

1一些党员党性意识淡漠，缺乏问题意识、危机意识

由于一些党员在坚持党性的问题上立场不坚定、态度不鲜明，有的党员不讲甚至淡忘了党性，不仅脱离组织，不向党中央看齐，不守政治纪律和政治规矩，在党不言党、不爱党、不护党、不为党，而且组织纪律散漫，不参加党的组织生活，不缴纳党费，不完成党组织交代的任务，对党的宗旨意识淡化，成为一个不可回避的严重问题。而随着党性意识的淡漠，一些党员干部越来越缺乏问题意识、危机意识，其背后的本质就是缺乏责任意识、没有使命担当。

2部分党员理想信念模糊动摇、意识形态能力薄弱

一些党员之所以推崇西方价值观念，组织、参加封建迷信活动，以及出现拜金主义，安逸享乐，追求物质生活，精神空虚，逐渐对共产主义理想信念缺失，对中国特色社会主义缺乏信心，对党的理想信仰动摇等，最根本的原因就是理想信念出了问题。

3一些党员忽视个人修养，行为不端、道德失范等问题严重

在多元、多样、多变的价值观念影响下，尤其是西方错误思潮的冲击和侵蚀下，一些不能严格要求自己的党员干部没有意识到加强道德修养、坚定理想信念的重要性和紧迫性，精神迷茫、信仰迷失导致其很容易失去方向、腐化堕落，极易出现行为不端、作出道德失范的行为，甚至走上违法犯罪的道路。有一些党员不愿给自己年迈的父母一些最基本的关爱，更别说爱人民了。还有一些党员不讲组织纪律，不注意个人形象，违反社会公德、职业道德、家庭美德。更有个别党员个人品质败坏，贪图享乐，奢侈浪费。

4部分党员不喜欢、不认真学习，本领恐慌问题不容回避

由于本领不足问题严重，尤其是不重视理论学习、忽视思想建设，一些党员对工作思想消极，不思进取，不作为、不会为、不善为，逃避责任，起不到先锋模范作用，有甚者还作茧自缚。更有的党员忘记一个共产党员的职责，没有将党的事业挺举起来，畏首畏尾，得过且过。这些党员的行为都在群众中间造成了恶劣影响，是“两学一做”学习教育必须直面和解决的问题。

5一些党员不能正确对待改革开放中出现的问题，看不清道路

有的党员因为党内出现了一些腐化现象、腐败分子，就对党的先进性、共产主义理想产生怀疑，放松了对自己的要求;有的党员因为看到改革开放中出现的信仰迷失、道德滑坡、权钱交易、贪腐横行、两极分化、环境污染等不少问题，就动摇了对社会主义制度的信心;有的党员因为受西方的宪政民主、新自由主义、民主社会主义、“普世价值”论等错误思潮影响，错误地将中国特色社会主义解读为“国家资本主义”、“权威资本主义”、“新官僚资本主义”甚至“中国特色资本主义”等，造成了一定的思想混乱;更有的党员将改革开放前后的两个30年对立起来，认识不到这是两个相互联系又有重大区别的时期……这些问题都是应该引起我们高度重视和警惕的。

6部分基层党组织纪律涣散，对不合格党员不处理甚至放纵

近年来，一些党员之所以无视党纪党规，屡屡违反党的政治纪律、破坏党的政治规矩，更有的党员公然发表反共反社会主义言论，一个很重要的原因就是其所在基层党组织存在纪律涣散、组织涣散等问题，对不合格党员不敢处理或者不愿处理，甚至放纵一些谣言“大V”、无良“大V”等问题党员屡屡挑战政治底线、社会底线，造成了非常恶劣的影响。习近平总书记明确要求：“开展‘两学一做’学习教育，要把全面从严治党落实到每个支部、每名党员”，“要整顿不合格基层党组织，坚持和落实行之有效的制度。”

为贯彻落实中央纪委关于加强扶贫领域监督执纪问责的要求，推动脱贫攻坚各项决策部署落到实处，云南省坚持把纪律和规矩挺在前面，认真组织开展脱贫攻坚专项纪律检查，严肃查处扶贫领域虚报冒领、截留私分、挥霍浪费等问题。

去年9月以来，云南省成立7个脱贫攻坚专项纪律检查组，走基层、访群众、查项目，对10个省级责任部门、16个州(市)、24个县(市、区)、36个乡镇、46个村委会执行纪律情况进行专项检查。共发现各类问题1406个，甄别梳理出涉及执行纪律方面的问题203个。

为把专项纪律检查与职能部门各类检查区别开来，避免重复检查，省纪委积极探索专项纪律检查与职能部门相互联动、相互配合、互为支撑的工作机制，建立责任部门开展检查、巡查、督查、稽查发现问题线索移送制度。

印发专门工作方案，增强专项纪律检查的针对性和实性效。检查组对问题清单整改情况进行实地检查，明确整改意见，运用监督执纪“四种形态”对相关责任人进行处理。截至目前，曲靖、玉溪、红河、保山、德宏5个州(市)存在的问题已全部整改到位。

通过严肃问责，推动各级党委、纪委切实承担整治和查处扶贫领域腐败问题的主体责任、监督责任，督促有关职能部门党组织落实监管职责。保山市在对11个问题查明原因、分清责任的基础上，对133名责任人进行了问责，对20名责任人进行了提醒谈话。

针对存在的作风建设问题，检查组建议有关地区和部门整合纪检监察机关群众诉求监督平台、民生资金监管平台和扶贫部门建档立卡贫困户数据库等信息系统，建立脱贫攻坚政策落实情况抽查机制，督促各级扶贫部门认真履职，调动基层纪检监察机关力量，发挥村民监督委员会作用，加强随机抽查和群众满意度测评，加大对弄虚作假行为的查处力度。

Whenever I remember my grade school days, I tend to be wistful over. Though no more are those days, I will never forget now wonderful they were. I was efree in my school days and all the year round I lived happily. I was not a hardworking pupil. Every day I directed my attention not to study but to how to out to how to cut classes and class leader as I was. 人不以规矩则废，党不以规矩则乱。党的纪律是刚性约束，政治纪律更是全党在政治方向、政治立场、政治言论、政治行动方面必须遵守的刚性约束，国家法律是党员、干部必须遵守的规矩。作为一名党员干部，能不能守纪律、讲规矩，是检验党员、干部的试金石。只有从思想上、行动上严格践行，才会不走岔路、少走弯路。也只有每名党员、干部都做到守纪律讲规矩的践行者，才能永葆党员干部队伍的为民务实清廉。作为一名水利系统的党员干部，要从以下三个方面做讲规矩有纪律的践行者。

首先，要在政治上讲规矩有纪律，当明白人。遵守党的政治纪律和政治规矩，是党员的基本义务。毛泽东曾指出:不讲政治，就等于没有灵魂。讲政治是对领导干部第一位的要求，政治上的明白是最大的明白，政治上的成熟是最好的成熟。今天，在党要管党、从严治党、依规治党的大背景下，同样需要严守党的政治纪律和政治规矩，以此严格约束自己的言行，明确政治方向、坚定政治立场、担负政治责任，自觉地在思想上、政治上、行动上与以习近平为总书记的党中央保持高度一致。作为水利系统的一名党员，讲政治规矩，有政治纪律。一要与局党组保持高度一致。三大纪律第一条就是“一切行动听指挥”。“步调一致才能得胜利”。“家有千口，主事一人”，必须做到令行禁止，政令畅通，决不能歪曲和变通，合意的就执行，不合意的就不执行，甚至搞“上有政策，下有对策”。二要严格遵循组织程序。工作中严格按程序、按规矩办事，该请示请示，该汇报汇报，该沟通沟通，不随心所欲，乱了章法。尊重领导和同事，襟怀坦白、光明磊落，坚守正道、弘扬正气。不做小动作，不搞小自由，不当面一套背后一套，不当面不说背后乱说，不轻信传言彼此猜疑，不纠缠于无原则的纠纷。三要增强政治敏锐性和政治鉴别力。不仅要埋头拉车，更要抬头看路。始终把加强政治理论学习，提高党性修养作为必修课，不断坚定理想信念，增强思想上的“防腐性”和政治上的“免疫力”。

其次，要在工作上讲规矩有纪律，当有为人。人生的价值，不在于长度，而在于宽度;干部的口碑，不在于职位，而在于作为。作为怀化水利系统的一名党员，讲规矩有纪律，不能片面地理解为一般性的遵守规章制度上，而是要围绕“适应新常态，谋求新发展，在新的起点上奋力开创怀化水利事业新局面”这个中心，着力解决好出工又出力，出力又出智，出智又出效的问题，主动作为、高效履职，确保工作上台阶、上水平。一要勇于担当，提高执行力。水利工作繁杂琐碎，有很多是临时性突发性工作，因此要对本职工作分清轻重缓急，不以事小而不为，不以事杂而乱为，不以事急而盲为，不以事难而怕为。对上级的工作安排和部署，都要不折不扣，一抓到底，抓出特色，抓出亮点。二要勤于思考，提高创新力。水利工作要出彩，必须要在创新上下功夫，有自己的特色，别人不出复制。这就要求我们在工作中，多思考、多实践。创新项目的选项，主要看是不是能贴近中心工作，实现机关党建与水利中心工作双赢?是不是否吸引党员广泛参与，提高党员综合素质?是不是能产生积极影响，树立良好社会形象?创新项目在实践中，要立足于实，稳步实施，不断总结完善，不断注入新的元素，确保取得实效。三要注重沟通，提高协同力。党建工作无论是组织城乡结对共建，开展文体活动，还是安排党员听报告，都需要领导重视，部门支持，党员配合。因此，在工作中，要多请示，多沟通，多争取，确保各项工作落实到位。竞争力=执行力+创新力+协同力。正是我们始终坚持以完美的执行力，不打折扣地完成各项任务;以务实的创新力，打造党建品牌;以高效沟通的协同力，引导党员积极参与，确保我支部党建工作的顺利开展。

第三，在生活上讲规矩有纪律，当守井人。明朝开国皇帝朱元璋曾经给他的手下臣僚讲过一个流传至今的“一口井”的比喻。他说:一个人老老实实地当官，守着自己的奉禄过日子，就好像守着“一口井”。井水虽不满，但可天天汲取，用之不尽。这个比喻十分形象，富有哲理。古往今来，那些被法办、被惩处的贪官污吏的最大教训，恰恰在于守不住自己该守的那口“井”。这些人，总是贪欲膨胀，欲壑难填，总嫌“井水”不够满，不够多，不够甜。于是，利用职权，不择手段地攫取不义之财，而当他们的不义之财滚滚而来之时，也往往就是身败名裂之日，死到临头之时。到这时，不仅绞尽脑汁、用贪污腐化的罪恶手段攫取来的大量的金钱财宝民脂民膏自己享受不到，就连原来拥有的“一口井”里的水也完全丧失了。用《红楼梦》里的一句名言来说，这就叫“机关算尽太聪明，反算了卿卿性命”!守住自己的一口井，就是选择了“知足是福”。作为水利系统的一名工作人员，党和国家已为我们学习、工作提供了良好条件，只要我们不讲排场，不比阔气，不大手大脚，工资基本还是够的。所以，要善于知足，不被五光十色的表面现象所迷惑，把每天能够按时上班、踏实工作、平安回家视为人生最大的幸福。这样就可以心安理得、问心无愧，过上心情舒畅的日子;就可以集中精神干工作，创造出良好的成绩。守住自己的一口井，就是选择了“见欲而止”。保持一颗平常心，减少对身外之物的追求，克制自己的物欲，保持简单的生活，不以物喜，不以己悲，淡泊名利，远离多余的烦恼和忧愁。总之，作为一名党员，要守好自己的那口“井”，坚持按照自重、自省、自警、自励的要求，“吾日三省吾身”。自觉做守纪律讲规矩的践行者，喝清白水，做清白人，干清白事。
