作为未成年孩子的父母，要对孩子尽到自己的监护责任，《中华人民共和国未成年人保护法》第十条明确规定：“父母或者其他监护人应当创造良好、和睦的家庭环境，依法履行对未成年人的监护职责和抚养义务。”《三字经》中“养不教，父之过”的说法也符合现代法治精神，家长不要以为自己挣钱供孩子穿衣吃饭上学读书，就已经是称职的父母了，孩子偷公共自行车，跟我们做家长的无关，就摆出一副“要钱没有，要命一条”的蛮横架势，企图逃脱法律责任，殊不知，未成年人违法犯罪，作为监护人的家长负有不可推卸的法律责任。

偷公共自行车，是一种典型的涉嫌违法犯罪行为，依据《中华人民共和国侵权责任法》第三十二条规定：“无民事行为能力人、限制民事行为能力人造成他人损害的，由监护人承担侵权责任。监护人尽到监护责任的，可以减轻其侵权责任。”这就是说，这3个熊孩子可以免予处罚，但没有尽到监护责任的家长必须承担相应的侵权责任，派出所在抓获3个涉案学生后，做完笔录后交由家长带回严加管教，并未直接拘留，考虑的就是他们还是未成年人，警方的这种处理办法是有法律依据的。

但警方不拘留涉事孩子，并不代表家长可以跟没事人一样无需承担任何责任。报道中提到，去年宁波市就发生了类似的熊孩子暴力破坏事件，当时是几个十多岁辍了学的孩子暴力拖车，经过教育后他们的家长也出面赔钱，事情也算是得到了圆满地解决。

这次又有3个熊孩子偷公共自行车并造成重大经济损失，当宁波市公共自行车公司相关人员向孩子家长提出赔偿要求时，令人诧异的是，涉案学生的家长对此事的处理态度极其冷漠和傲慢，他们不愿意进行经济赔偿。甚至认为公共自行车的设备存在问题，并且表示骑走车辆已还进桩位，说什么也不愿意赔钱，甚至留下一句话：要钱没有，让派出所把孩子抓走吧。从家长胡搅蛮缠的态度就不难看出，品行不端的差生背后一定站着一对品行更差的家长，10岁左右的熊孩子胆子大到去偷公共自行车，而且一偷就是42辆，“出手”如此之大，实在令人震惊，这一切完全是家长平时耳濡目染长期“熏陶”的结果，因为父母是孩子的第一任老师，孩子是父母的影子，目无法纪的家长怎能教育出遵纪守法的孩子来?

现行法律暂时无法惩罚3个未成人熊孩子，但并不缺少惩罚作为家长的法律法规。《治安管理处罚法》第十二条、《刑法》第十七条对未成年人违法犯罪是否处罚都有着明确的规定。不予处罚、不承担法律责任的，公安机关会放人。但是，未成年人的家长是必须要承担民事赔偿责任的，如果该未成年人的家长不肯赔偿，宁波市公共自行车公司就直接到法院提起民事诉讼，法院判决后，3个熊家长有能力执行判决而拒不执行的，可以申请法院强制执行。到时候家长再说“要钱没有”，怕是该抓走的就是熊家长自己了。

熊孩子偷公共自行车，法律岂容家长做甩手掌柜?将熊家长告上法庭，无论对熊孩子还是对熊家长来说，都是一堂生动及时的普法教育课。

To solve this problem, I think the government should make efforts to get the whole economy go smoothly, creating more job opportunities.

家庭教育到现在已成了一个热门话题。(三字经)云：“养不教，父之过。’即只养育孩子而不好好教育孩子，便是家长的错误。的确，家庭教育很重要，关系到子女的成长，关系到子女一辈子做人的大事。然而在今天，不少家庭的教育，似乎走进了怪圈，尤其是一些大城市。有的家长先“溺爱”后失控失望;有的家长凭自己的愿望为孩子设计一条人生道路，强迫他们学这学那，一心希望他们成名成家，出人头地;而更多的则是一定要他们考高中、考大学最好再考研究生出国深造……然而结果怎样呢?许多是适得其反、落空的。在这样的家庭教育下，这些孩子厌学、怕学，甚至弃学，更别说有成才的可能了。

每个孩子资质不一、情趣不同，况且尚处于开始认识世界的阶段，好奇好玩，缺乏经历与磨炼。在这个“学步”阶段，家长应当培养孩子学会走路，让孩子自己去迈开步子朝自己喜欢走的路去走，而不是先去为他们设计走哪条路。就是说家长与其一边为孩子指路，一边拉着他们走，不如让他们放开手脚，培养他们自己去摸索去行走。这当然有时会跌倒，甚至会有点危险，但却能使他们学会走路，学会走他们喜欢走又值得走的路。即使走得辛苦，走得曲折，但这是孩子在实践中自己选择的路，会走得越来越稳当，越来越有信心，会走得无畏、无悔。大发明家爱迪生，小时候学习成绩并不好，却对科技制作有无比浓厚的兴趣。他的母亲不仅不反对不指责，还鼓励他，为他创造条件，给他买了不少做做玩玩的材料。我认为爱迪生的母亲是最懂得家庭教育的，可以称得上是家庭教育的模范。

在孩子的成长中，父母的家庭教育应该是在孩子有了进步时能夸夸他，做了错事时能关心他，遇到困难时能启迪他，即使碰到一再的挫折、失败时也能信任他援助他。家长是家庭教育的执行者，应当是子女永远最尊敬的老师和朋友。可是在我们周围，常常可以看到这样的家长缺乏真爱，缺乏深情，或一味的宠，或担心怀疑有点像封建时代的家长。有的只知道物质上施爱，有的总是带着不放心不信任的目光看待子女。不少家长很少鼓励、表扬孩子，即使孩子取得了好成绩，也只是轻描淡写地说几句“还要努力，不要骄傲”的话。著名的台湾女作家三毛的父亲看到女儿取得了写作上的成就，高兴地对她说：“我为你感到骄傲!”大陆的家长们，请你们也常常用这样的话来夸夸你们的孩子吧。你们不知道孩子听了会多么感动，其效果是干万句苍白无力的“教育”大道理无法比拟的。愿有更多的家长，能放开孩子的手脚，鼓励他们自己去走，去跑，去飞，去开创美好的未来!

The summer holidayis end and the new term begins. In the new term, I am a student of grade six. Itsthe last year in primary school. In order to have a good ending, I must workharder. So my scores can be better. Besides, I want to spend more time with myclassmates and friends. We have been very good these years. Maybe we cant beclassmates in the future. 扶贫先扶智，扶的是现实科技知识之基础。科技是国家强盛之基，创新是民族进步之魂。科学技术是第一生产力，更是改变农村地区经济现状的主要路径。于农民而言，科技的作用不可低估。科学技术、种植养殖技术能够帮助农民获得发家致富的“法宝”，早日过上小康生活。贫困村哨溪村村民利用科技书上知识进行生姜种植大大提高了亩产，完成了脱贫的完美转型，这也在启发我们要加大科技知识普及力度，加大生产、生活知识性指导，送去科技，培养懂知识、懂技术、会经营的新时代农民。

扶贫先扶智，扶的是精神文化力量之源泉。无数事实证明，思想文化因素成为影响农民发家致富的关键因素。贫困的根本往往有极深的精神文化根源，而贫困地区的文化基础建设要么停滞、要么失衡，如公共文化基础设施缺失、文化体制落后、封建迷信思想残留，更无法满足群众对文明向善风尚的渴望。让农民沐浴向上精神文化成为新农村建设的当务之急。一些地区在这方面有了积极探索，为其他地区的脱贫攻坚工作树立了榜样。山东省临沂市在实行文化扶贫中，大力实施公共文化项目，开展孝道文化，极大的改善了贫困地区的精神文化生活，取得了良好的扶贫效果。

民生富足，天下安乐。正所谓授人以鱼不如授人以渔。行进在二十一世纪的关键当口，发挥贫困对象的主观能动性才是消除贫困根源的治本之策。我们期待贫困不再成为全面建成小康社会道路上的关键障碍，不再成为影响民众幸福感的核心因素。
