每年两会期间发布的《中国政府报告》，都会提出该年度的经济增长目标。2015年中国的GDP目标如何设定?这是国内外舆论关注本次全国两会的焦点之一，而回答这个问题，“新常态”或是今年两会的高频词。

自去年5月以来，“新常态”已成为人们评论中国经济时的关键词。它不仅意味着对片面追求GDP增速的思维调整，还蕴含着对经济发展质量的要求。

2014年底的中央经济工作会议上，官方更明确诠释了“新常态”的内涵，要求保持经济运行在合理区间，把调结构放到更加重要的位置。

这种变化所传递的讯息是官方不会轻言大规模刺激来换取经经济增速的短期增长，而将重点放在经济品质和效益的提升，相较于过去全国冲高GDP的热劲，在未来一段时间里，将转化为逐步调整经济结构，追求可持续发展上。

在此前召开的地方两会上，除西藏设定的增长目标与去年持平外，29个省份均明确下调了GDP增长目标，降幅最大的是辽宁、山西和甘肃，下调幅度均达3个百分点。上海则干脆取消了GDP目标，只提出了“经济平稳增长”。各省份大多将GDP增长目标设为一个区间值，而非绝对数字。

2015年被有些人认为将是“近年来经济运行压力最大的一年”，在世界经济复苏乏力的背景下，中国经济是否会“断挡失速”?中央财经大学经济学院教授张铁刚说，今年是中国经济结构和发展方式发生深刻变化的一年，适度调低增速目标将赋予中国经济结构调整和转型升级更大的空间。政府如何应对经济新常态，代表委员将充分讨论。

机构和媒体普遍预计，“新常态”的调整在本次全国两会上同样会得到系统性的呈现。届时，官方或将对全年经济增速目标进行微调，物价涨幅、就业水准、粮食生产等指标的全年目标或许也将出现相应的调整。

中金公司研究报告预计，2015年GDP增速目标将下调至7%左右，CPI、M2目标也将分别下调为3%、12%，但新增城镇就业目标可能仍设定在1000万人。GDP增速目标下调并不表明政府希望增速继续下降，而是在当前增长动能疲弱和就业可能转差的情况下，将7%视作今年保就业的增长下限;同时表明政府有意淡化经济增长目标，引导地方政府不再片面追求经济增速，希望在调结构和促改革方面取得重大进展。中金公司预计，2015年GDP实际增速为7.3%。

彭博经济学家Tom Orlik2月27日撰文指出，今年会议主要关注的焦点料将是GDP增长目标。每年，国务院总理在政府工作报告中都会设定一个当年经济增长目标，过去三年，目标一直都是7.5%。今年，预计可能会降至7%，如果放胆猜测的话，甚至可能只给出一个预测区间。

中国上一次下调GDP增长目标是在2012年，从8%降至7.5%。当以GDP论英雄的时代逝去，今年新增长目标究竟确定为多少?人们期待两会给出解答。

宽松政策会否继续加码?

除了增长目标，本次两会还将提供财政和货币政策走向的重要信号。

就在两会开幕前三天，中国人民银行2月28日晚宣布，自2015年3月1日起下调金融机构人民币贷款和存款基准利率。这是继去年11月22日后，央行再度出手降息，释放稳增长的强烈信号。

随着1月CPI增速创五年新低、PPI持续负增长，市场普遍担心中国经济会陷入通缩。虽然官方表示目前我国还没有进入通缩，但是通缩风险不断加大已成为业内共识，在有明确信号表明经济企稳前，继续降息、降准的可能性依然存在，预期未来宽松政策有望继续加码。

中信证券诸建芳称，通缩情况仍在恶化，经济下行压力也在进一步加大，急需国家及时进行政策调整。按照目前的经济运行情况，后续仍将出台更多的宽松货币政策。

高盛的一份研报表示，由于此次降息幅度比上次要小，以及其他宽松措施体现出政府的谨慎态度，让市场担心中国经济能否重现去年二季度的反弹。高盛还预计在一季度末或者二季度还有一次降准。

巴克莱中国首席经济学家常健在预期两会时表示，CPI和M2增长目标将分别下调至3%及12%左右。巴克莱银行业分析师还预计，中国将继续下调利率和存款准备金率，因而金融改革及进一步放松银行业管制将是议事日程上的重要主题。常健表示，由于资本外流及实际利率增加以及用以支持社会性支出的财政赤字加大，需要实施较为宽松的货币政策以抵消上述现象所带来的影响，因此可以预测中国近期的宏观经济政策整体框架将是“审慎”的。

货币政策放松需要财政政策的配合，中金发布报告称，偏紧的财政政策对货币政策起到掣肘，并拖累总需求。中金预计，两会后财政政策将较当前偏紧的状态大幅放松。

彭博经济学家指出，以往，货币政策的作用是支持增长，而财政政策则相对较为保守。如今，银行过度放贷，而中国政府负债较低，两者的角色正在发生转换。

国企改革方案如何破题?

“国有企业要紧扣提高活力和竞争力深化改革，在看准的领域抓紧‘破题’，努力走在创新发展、升级发展的前列。”李克强的这句表态，在外界看来释放出今年国企改革将提速的信号。

去年以来，国资委在中央企业启动“四项改革”试点，同时，地方版的国企改革也不断推进，据不完全统计，目前至少已有上海、甘肃、山东、江苏、云南、湖南、重庆、天津、四川、湖北、江西、山西、青海、北京、广东、青海、河南、辽宁、广西、宁夏、黑龙江等20多个省份明确出台了国资国企改革方案，推进混合所有制、提高国企红利上缴比例成为各地方案的标配。

但是，中央层面的国企改革顶层方案尚未出台。

不过，这一方案公布的日期已经逼近。2月26日，据央视报道，来自国资委的消息，国资国企改革方案已经上报中央，有望在两会后出台，最终有望以“1+N”的形式出台，即“1个指导意见+多个配套方案”。届时包括放开混改门槛、重启员工持股等方案将一一试行。市场预计将撬动24万亿市值。

中金公司报告认为，国企改革总体方案将会更加明确混合所有制的改革方向，逐步推进职工持股也符合市场化的改革方向，国有企业的战略重组将加快推进，预计在2020年形成30-50家具有国际竞争力的中国企业。

中国企业改革与发展研究会副会长李锦表示，国企分类是混合所有制改革的基础，一定会先行出台;国企分类的问题还牵涉到考核问题，按照不同的类型制定不同的考核标准，资源与分配就会进行重新调整;此外，分类还会决定哪些企业会被合并等，预计2015年将会是国企大整合、大重组的一年，涉及的股权变动会非常大。”

可以预期，随着顶层设计完成，2015年国企改革将进入关键的实施年。随着更多民资的进入，以及更多国企红利用于民生支出，民营企业、普通民众将享受到更多国企改革红利。

价格改革还将在哪些领域推进?

今年1月份CPI仅上涨0.8%，延续了2014年来的低通胀格局。物价保持低位，也为我国推进价格改革提供了良好时间窗口。这一关系民生福祉的改革，也料将成为今年全国两会的焦点议题。

去年11月，国务院常务会议明确将改革能源、交通、环保等价格形成机制，稳步放开与居民生活没有直接关系的绝大部分专业服务价格。2015年新年伊始，国家发改委宣布放开24项商品和服务价格，从铁路运输到民航客运，从房地产经纪到小区停车，改革速度令人吃惊。

国家发改委日前还提出，下一步将进一步放开价格，加快推进天然气价格改革，全面实行居民生活用水、用气阶梯价格制度。

此外，和民生密切相关的药品价格、医疗服务价格、电力输配价格等都在改革之列。

不过，也有人担忧，价格放开会不会导致价格大涨?价改会不会进入“一放就乱，一乱就收，一收就死”的怪圈?

媒体分析称，此次两会将进一步明确今年价格改革的重点内容和目标。在更多的价格改革推出后，原先一些政府定价的商品和服务价格将进行市场化定价，像住宅小区停车费价格等一些较为稀缺的服务可能存在涨价空间，但老百姓也不用担心会大幅上涨，因为价格改革不是一放了之，政府仍会进行监管和规范。

自2013年《关于深化收入分配制度改革的若干意见》出台以来，收入分配改革呈现各个击破的态势，央企高管今年开始限薪，养老金也正式并轨，这些改革措施更多着眼于“控高”，谋求缩小收入差距。

观察可见，收入分配改革在地方层面正加速推进。近期，四川、广东等地出台了“地方版”收入分配改革实施意见，均提出健全工资决定和正常增长机制，建立最低工资标准正常调整机制。

进入2015年来，先后有湖南、海南、西藏、天津、深圳、北京等6个地区宣布提高最低工资标准，其中深圳提高到2030元/月，最低工资标准首次超过两千元大关，成为目前全国最高的地区。

有专家指出，2015年将是收入分配改革的提速年，以薪资调整为突破口的收入分配体制改革，对中国现阶段打破利益固化藩篱、重启发展新动力，具有不可低估的推动作用。

随着收入分配改革的全方位深入，中低收入者的腰包将会变得更鼓，收入分配差距也将加速缩小，“橄榄型”的收入分配格局可期。

区域协同发展将带来哪些发展机遇?

中央经济工作会议指出，要重点实施“一带一路”、京津冀协同发展、长江经济带三大战略，争取2015年的良好开局。此前召开的地方两会在区域发展上就做足文章，“一带一路”成了各地政府工作报告的“标配”，31个省份均针对“一带一路”的建设亮出地方版的对接举措，例如重庆两会提出将积极“构建内陆国际物流枢纽和口岸高地”，新疆两会提出要高度重视“丝绸之路经济带核心区建设”等，全国两会或将进一步明确区域发展的宏观战略。

国家发改委今年也明确表示，2015年将抓紧研究制定关于贯彻落实区域发展战略促进区域协调发展的指导意见，推动出台《区域规划管理办法》。除大力实施西部大开发、东北振兴、中部崛起、东部率先转型升级等区域战略外，还将扎实推动“一带一路”、京津冀协同发展、长江经济带等国家重大战略的落实。

官媒近日透露，“一带一路”规划已经获批并在小范围内下发，即将正式出台，京津冀顶层设计方案也有望近期发布。鉴于全国两会在即，上述消息颇有信号意义，这意味着以“一带一路”为统领，以京津冀一体化和长江经济带等为着力点的区域协同发展已是箭在弦上。中国经济将在今年正式开启区域协同作战的“大棋局”。

在当前全球经济疲弱，中国经济下行压力骤增的大背景及经济新常态下，多位专家表示，“三大战略”绝不仅是简单地解决区域协同发展问题，还被赋予诸如进一步提高对外开放水平、促进引进外资转型升级，推动优质资本走出去，推动中国经济发展实现新跨越等更加重要的使命和更加丰富的内涵，“京津冀”、长江经济带与“一带一路”均有空间上的交叠，这三大战略的联动实施，有望盘活中国全境与周边，乃至“一带一路”沿线国家经济协同发展的“一盘棋”。

关于o小姐，故事的结局是这样的。

我知道大家想看到o小姐昂首挺胸地走到a面前，然后说：“你对我而言一文不值。”但是这个电影里的场景在现实生活中没有发生。现实是，o小姐是个和我们都一样的女孩儿，她趴在床上哭，她坐在地上哭，她呆呆地望着窗外凋零的树，觉得自己什么都不是。她开始恨自己的身体，不想出去见人。就这样持续了两三天，她没去上课，也没怎么吃饭。直到那个周末，我拉她去城里吃晚饭，她喝醉了，然后看着我，说：“我觉得我就是这么被自己毁了的。”
