职业教育在近年来越来越多的被强调，但之于职业教育的歧视却仍普遍性存在。一个颇具代表性的例子是，时下不少大城市在落户政策的设计上，学历已成为一个硬性标准，这意味着绝大多数的技工都无缘在大城市落户。而在教育政绩的考核中，也仍主要偏重于“大学生”的培养数量，职业教育的成果依然是边缘化的存在。如此一来，一个显而易见的后果是，地方政府在职业教育的投入上更青睐于行政导向，而非市场需求。
