2、禁放时间：全年

(三)其他区域限品种燃放

全市禁放区域以外的其他区域，除《烟花爆竹安全与质量》(GB10631--2013)规定的1000响以下的C级爆竹和D级烟花外的其他等级、种类的烟花爆竹一律禁止燃放。

二、禁止燃放烟花爆竹区域内，任何单位或者个人不得生产、经营、储存和燃放烟花爆竹。

三、禁止携带烟花爆竹搭乘公共交通工具，禁止邮寄烟花爆竹，禁止在托运行李、包裹、邮件中夹带烟花爆竹。

四、酒店、宾馆、饭店和婚庆服务等经营者应当告知消费者禁止燃放烟花爆竹的规定，劝阻违规燃放烟花爆竹行为，经劝阻无效的，应当向公安机关报告。

五、未成年人的监护人应当对未成年人进行禁止燃放烟花爆竹的教育，制止未成年人在禁止燃放烟花爆竹的区域和时段内燃放烟花爆竹。未成年人违反规定燃放烟花爆竹的，由公安机关责令其监护人严加管教;造成国家、集体或他人人身财产损害的，由其监护人依法承担赔偿责任。

六、违反规定燃放烟花爆竹，或者以危害公共安全和人身、财产安全的方式燃放烟花爆竹的，由公安机关依据《烟花爆竹安全管理条例》责令停止燃放，处100元以上500元以下罚款;构成违反治安管理行为的，依法给予治安管理处罚;造成国家、集体或他人人身财产损害的，依法承担赔偿责任。

无论过年过节，还是各类红白喜事，人们都喜欢以放烟花、燃爆竹等方式来进行庆祝祈福，以图吉利。但近年来，一些烈性爆竹引起的安全事故吸引了许多民众的眼球，北京、深圳等一线城市政府纷纷出台城区内全年严禁燃放烟花爆竹的规定。而长沙也在今年元旦出台了禁令——在中心城区限制燃放烟花爆竹。而百度百科上，甚至已经将其称为“习俗的弊端”。

作为春节的标志之一，有着2500多年历史的烟花爆竹为何会沦为如此下场？实际上，除开其潜在的对人身财产安全危险性不说，它们还有另一个危害——大气污染。步入21世纪，环境问题逐渐成为了我国最棘手的问题之一。近年来雾霾频繁笼罩我国许多城市，多地空气质量检测亮起红灯，城市人患呼吸道疾病人口显著增多……这些都与燃放烟花爆竹后产生的大量二氧化硫、悬浮颗粒污染物有着一定的干系。而这些因素也导致了烟花爆竹一步步被各地新规定“关进囚笼”。

今年大年初一早晨起来，拉开窗帘。我毫不惊讶的看到，长沙的天空还算洁净。打开窗户，闻一闻新年的空气，刺鼻的硝烟味比往年好了太多。可以看出来，在政府的限制、公益广告的呼吁下，燃放烟花爆竹的家庭少了些许。新闻网站报道了各地烟花爆竹销量逐年减少，记者也调查发现，市民年俗观念的改变、环保安全意识的提高等因素，是烟花爆竹销售量逐年减少的主要原因。

无独有偶，随着时代的发展进步，许许多多传统新年的习俗淡出了当代人的春节。腊八节喝腊八粥作腊八蒜；小年祭灶送灶王爷上天；贴窗花、画年画……甚至连近几十年才兴起的看春晚，也开始被互联网时代的各种APP、各种红包挤下主角的位置了。不难看出，我国千年流传下来部分习俗以及传统文化，在当今时代开始逐渐被淘汰、被遗忘。或许，传统新年正在渐行渐远……

可是，新年变了样，就会变味吗？答案自然是否定的。我们的春节，到底是为了什么？为的是难得聚齐的一大家子人能其乐融融的坐在一起。在外地读书的学生能回家与父母重聚，城市里挥洒血汗的民工能返乡捏捏孩子的脸蛋……在一起吃年夜饭，谈天谈地，谈谈这一年的收获、这一年的喜乐见闻，谈谈来年的理想、对未来日子的美好祝愿。一大家子人，感情在无形中升温。春节的真味，或许就融在那一年一次的团圆饭里。

时间在流逝，世界在变化。总有一天传统新年将被时光打磨成另一副模样。但春节永远将是中华民族文化的智慧和结晶，永远将凝聚着华夏儿女对未来的美好期盼和情感寄托。千万年，不会变。

My home town is in the center of Xuzhou which was a quiet and beautiful place. In the past, there were many animals. They were lovely and nice. The air was fresh and there were many birds fly in the sky.

Now, the people in Xuzhou are richer than before, so most of people go to work by bus or by underground. Sometimes, they also drive their private cars to work.
